Description

Proposals are requested from Non-Profit Partners willing to do business with US Fish and Wildlife Service under a Cost-Share basis. The work will include the construction and construction oversight of dike repair at Uihlein Waterfowl Production Area, near Leopold Wetland Management District, Waukau, WI. The work to be completed will involve approved local borrow material, and will include establishment and restoration of borrow pits in existing wetlands; removal of unsatisfactory sub-grade soils, placement and compaction of borrow material to raise existing dike elevations; dike re-surfacing and re-crowning with salvaged topsoil; installing new stop-log water control structures, and evaluation/relocation/repair of an existing water-control structure. The resultant contract will reflect a best-value to the government, either the minimum scope of the work (identified in the solicitation) completed for less than the ceiling cost, or more than the minimum work accomplished for the ceiling price. The contractor's share may include "in-kind" services performed by the Non-Profit Partner's employees as part of the cost-share contribution. The Partner will be awarded a contract to reflect reimbursement for the cost of the work minus its contribution. The most-qualified Partner offering the largest cost-share "contribution" will be selected for award of the contract. Solicitation packages will be available on or about July 26, 2005.
