Description

The U.S. Army Corps of Engineers New York District intends to issue an Invitation of Bids (IFB) for the award of a firm-fixed priced contract for the Finderne Farms Mitigation Project. The wetland mitigation project for the Finderne Site consist of c onstruction work that will result in the creation of 26.4 acres of forested wetlands, enhancement of 32 acres of degraded wetlands to forest, shrubs, open water, and emergent wetlands. Approx. 36 acres of a warm-season grassland community would be establis hed and approx 33 acres of forested floodplain and hillside slope forests would be restored. Access roads would be made available to grass recreational fields and grass parking lots. In addition there will be some stream restoration work done on the Finde rne Brook which runs through the finderne site. The brook will be widened by decreasing the slopes of its banks. This will cause the flows to decrease in velocity and increase the stability of the brook. As a result riparian vegetation and aquatic habitats will emerge. The estimated price range for this project is between $3,000,000.00 and $6,000,000.00. The selected contractor must complete the work no later than 510 calendar days from the receipt of the Notice to Proceed. This project is being solicited as a SMALL BUS INESS SET-ASIDE procurement. The applicable NAICS Code is 562910 with a small business size standard of 500 Employees. The media selected for the issuance of solicitations and amendments shall solely be at the discretion of the Government; accordingly, the media utilized for this project are the Internet and CD-ROM. Paper copies of this solicitation, and amendments, if any, will not be available or issued. Project specification files and drawings are portable document files (PDF) and can be viewed, navigated, or printed using Adobe Acrobat Reader. Minimum system requirements are Pentium-based personal computer, Microsoft W indows 95 or greater, and 32 MB application RAM. A registration page is attached to the web site, and prospective bidders are required to register to receive notice of any amendments and or addenda that may be issued to the solicitation. Utilization of the internet is the preferred method, however CDs will be available upon written request stating the solicitation number, or project name, complete company name and street address (we will not deliver to P.O. Boxes), telephone and facsimile number (including area codes). Make check or money order payable in the amount of $10.00 to USAED, NY. Solicitation documents for this construction effort will be available on or about 28 July 2005. The Bid opening date will be on or about 28 August 2005 at 2:00 P.M.
