- AMENDMENT 0004 - Attachment 2, dated 11 July 2005, provided at www.pixs.wpafb.af.mil and incorporated into Amendment 04, is hereby replacement for attachment for Attachment 2, dated 5 July 2005, on solicitation FA8601-05-R-0016. This incorporates a change to Page 7 of Attachment 2. Date for receipt of proposals remains unchanged. Amendments 01, 02 and 03 to solicitation FA8601-05-R-0015 are also attached at www.pixs.wpafb.af.mil. **************************** AMENDMENT 2 - Please note that Appendix G of the DRAFT PERFORMANCE WORK STATEDMENT was removed and the items contained in that section can be found elsewhere in the PWS. Offerors should be advised that the draft PWS should not be used for quoting purposes. The Performance Work Statement dated 24 June 2005 posted with the solicitation shall be used. Also note that Paragraph 1.4.7 of the PWS dated 24 June 2005 posted with soliciation FA8601-05-R-0016 is being updated. Replace page 7 of the PWS dated 24 June 2005 with the replacement page 7 dated 6-28-05 attached to this solicitation. Paragraph 1.4.7 is hereby changed to read: 1.4.7. The contractor shall provide required services IAW with this PWS before returning any item of radio equipment to the factory. REPLACEMENT PARTS. The contractor shall use only new manufacturer+s specified part numbered parts during repair and maintenance actions. Delays incurred as a result of non- availability of replacement parts will be considered by the Government on an individual basis. Past Performance Questionnaires are due by 14 July 2005. **************************** This is a solicitation for the acquisition of Land Mobile Radio and Giant Voice Maintenance, a commercial service to be procured for Wright-Patterson Air Force Base, prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. The solicitation number is FA8601-05-R-0016, North American Industry Classification System (NAICS) code 517212, Standard Industrial Classification (SIC) code 4812 (size standard $6M). This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. No hard copies will be sent. This solicitation FA8601-05-R-0016 is a Request for Proposal (RFP). This acquisition will utilize the Performance Price Trade-Off (PPT) technique to make a best value award decision where Technical and Past Performance combined is significantly more important than price. Under this approach, compliance with the mission capability requirements is evaluated for technical acceptability; therefore, mission capability requirements are not subject to tradeoffs. Tradeoffs may only occur between price/cost and past performance. In accordance with FAR 15.304 (e), technical and past performance combined is significantly more important than price; however, cost/price will contribute substantially to the award decision. The technical, price, and past performance volumes will be evaluated separately. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2005-04, Effective 08 Jun 2005 + Class Deviation 2005-o0001. The proposed acquisition is unrestricted, full and open competition. Businesses providing proposals must comply with the Instructions to Offerors, FAR 52.212-1 and addendum thereto, at www.pixs.wpafb.af.mil. Proposals are being solicited on full and open compedition basis. Performance Work Statement is attached at www.pixs.wpafb.af.mil. Proposal packages shall include all data and information requested and submitted in accordance with these instructions found under Instructions to Offeror attached to this solicitation. Non-conformance with the instructions may result in an unfavorable proposal evaluation.
