- The Air Force Research Laboratory Information Directorate, Rome NY intends to solicit and negotiate a sole source purchase order under the authority of FAR 6.302-1 with Aspects Software Ltd, 124 Princes Street, Edinburgh, Scotland EH2 4AD. The proposed contract action is for a Customized Computer System. This structure includes the following: power monitor and power analyzer: timing analyzer tool for GSM SIM cards and terminals, powersim GSM terminal testing environment, toolkit test suite, pre-conformance testing for GSM terminals against the 3GPP TS GSM 11.10-4 release 99 specification, powerscript GSM SIM testing environment, for the development of customized test scripts, SIM test suite SIM validation suite for 3GPP TS 11.17 specification applet, aspects developer javacard applet development environment support. The smartstation provides a means to evaluate communication between a mobile phone and a GSM SIM or 3G USIM. Sitting between the SIM/USIM and the mobile handset, the SmartStation2 enables simulation and testing tools within the suites to have full access to the communications between card and terminal. PowerAnalyser produces a graphical display of all communication across the MEICC interface, for both GSM and 3G phones and cards. Each contact has its own section of the screen enabling engineers to identify electrical, timing and software problems. Any two events can be timed to accuracy of one clock cycle, up to 5MHz. PowerSIM and PowerUSIM combine a full GSM Phase 2+ SIM or 3G USIM simulation with a rapid Java applet development environment. Ideal for trying out new applet ideas or testing the functionality of mobile equipment, a highly readable API makes custom test applet development a rapid process. Confidence in the Toolkit functionality of mobile handsets can be gained through the supplied test applets. As a simulation, full control is in the engineer?s hands to test a mobile phone?s handling of non-Toolkit functionality such as voltage switching, parity errors, application error handling and proprietary data fields. PowerScript ? GSM and 3G testing environment PowerScript is a powerful testing environment for more general testing of SIM and USIM cards. A high level JAVA API enables engineers to test the full range of SIM/USIM behavior, card profile validity and file system and data integrity. According to FAR PART 6.302 this will be a Sole Source Acquisition. It has been determined through market research, trade shows, and conferences that there is no alternative solution that exists or any other providers in the market place. This notice of intent is not a request for competitive quotations. A determination by the Government not to compete this proposed purchase order based upon responses to this notice is solely within the discretion of the government. Information received (quote with product specifications) will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. This procurement shall be awarded under Simplified Acquisition Procedures; NAICS 541512.
