Description
The Department of Veterans Affairs, National Acquisitions intends to issue a Solicitation for Nebulizers, STANDARD COMPRESSOR with Disposable Administrative Nebulizer kit, Pneumatic/Aerosol, Non Reusable, Portable Nebulizer, and NON portable models required. The Veterans affair considers this procurement a consolidated procurement. COMMENTS REGARDING THIS NOTICE OR ANY POTENTIAL BUNDLING CONCERN MUST BE RECEIVED NO LATER THAN AUG 5, 2005. If the VA anticipated receiving two or more proposals from qualified Service Disabled Veteran-Owned Small Businesses, this solicitation will be cancelled and an appropriate set-aside will be issued. THIS IS A PRE-SOLICITATION ONLY; OFFERS ARE NOT BEING SOLICITED AT THIS TIME. Detail instruction will be contained in the solicitation when issued. The estimated annual usage for the non portable nebulizer kits is 22,315 each, and 2,479 for portable nebulizer kits. Replacement parts will be required in the solicitation. Estimated quantities are for VA only and are based on VA historical usage for the commercial items listed. The contract period will be for one year and four one-year option periods. If an offeror is not a manufacturer, a signed agreement between the offeror and manufacturer must be submitted with a proposal, and remain in effect for the duration of the contract period including option years. Past Performance, Small Business Subcontracting participation, and Price are among the evaluation factors in the solicitation, and contract award. Additionally, The commercial products proposed must meet the criteria for this procurement which includes the following; LINE ITEM 1, STANDARD COMPRESSOR with Disposable Administrative Nebulizer kit, Pneumatic/Aerosol, Non Reusable, Non Portable Nebulizer, Disposable Nebulizer Kit, Includes items such as a T-Piece or mask (including medication cup & baffle), tubing, and/or any other accessory/part required to dispense medication using the compressor and nebulizer, Small Volume compressor, Weight shall not to exceed 5.5 pounds, Free air flow - flow rate shall be 6-8 LPM (liters per minute), Compressor operating Pressure- 35-45 PSI. (pounds per square inch), Electrical Requirement: 115 VAC Amps, not to exceed 2.5Amp, Noise Level shall not exceed 60 dBA, Particle size shall not exceed five (5) Microns, Tubing size must be a minimum length of six (6) feet, Minimum Warranty- 3 years. Line Item 2, STANDARD COMPRESSOR with Disposable Administrative Nebulizer Kit, Pneumatic/Aerosol, Non Reusable, Portable Nebulizer, With DC Capability (Other than Battery Powered), Disposable Nebulizer Kit includes items such as a T-Piece or mask (including medication cup & baffle), tubing, and/or any other accessory/part required to dispense medication using the compressor and nebulizer, Small Volume compressor; Weight shall not to exceed 5.5 pounds, Free air flow - flow rate shall be 6-8 LPM (liters per minute), Compressor operating Pressure- 35-45 PSI. (pounds per square inch), Electrical requirement: 115 VAC Amps, not to exceed 2.5Amp and 12 volts DC, Noise Level shall not exceed 60 dBA, Particle size shall not exceed five (5) Microns, Tubing size must be a minimum length of six (6) feet, Minimum Warranty- 3 years, carrying case at no charge.
