- It is the intent of the Pipeline and Hazardous Materials Safety Administration to negotiate solely with one source, Richard G. Marini, P.E. Consulting, PLLC, for the development of a Liquified Petroleum Operator?s Qualification (LPOQ) Guide and associated feasibility studies. This acquisition is being done under the statutory authority of FAR 13.106-1 (b)(1) Single Source Selection. This notice of intent is not a request for competitive proposals. A determination by the Government not to compete this proposed contract is solely within the discretion of the Government.
