Description
Under authority of U.S.C 253 (c) (1), FAR 6.302-1 the National Institutes of Health (NIH), Bethesda, Maryland intends to negotiate a contract with Dr. David E. Scheim 3300 Old Farm Rd., Blacksburg, Va. The purpose of this requirement is to establish the development of a database prototype using Microsoft Visual Basic. One essential component of the NODGENE is a publicly accessible Ophthalmic Disease Genotype Phenotype Database that is to be developed under this contract. The database should be able to handle data in the form of text, photographs, scans, and Cyrillic format from outside sources. The data will include anonymous and named patient data and information, genotypes with specific mutations, phenotypic descriptors, data from visual fields, visual fields, visual acuity, ERGs, fundus photographs, VFQ15 Disability Questionnaire, dart adaptation, psychophysical testing, natural history of the disease if available, and annotations i.e., animal models. Any response must be received in writing within (15) business days from the published date of this notice. The intended procurement will be classified under NAICS: 541710. 1. The Contractor shall meet with the NEI Staff to determine requirements for the NODGENE system. 2. The Contractor shall conduct site visits of related systems that collect genotype and phenotype data at three institutions. 3. The Contractor shall conduct interviews of other experts in medical information systems and medical data content standards. 4.The Contractor shall research appropriate data content standards, such as the National Library of Medicine Unified Medical Language system (UMLS) and it?s recently incorporated SNOMED CT terms (Systematized Nomenclature of Medicine?Clinical Terms) and other standards being developed, e.g., under the Consolidated Health Initiative. 5. The Contractor shall present a structured presentation and report to the NEI listing genotype and phenotype data elements of potential interest for inclusion in the NODGENE system. 6. The Contractor shall, per the NEI?s guidance following task (5) above, develop a NODGENE data base structure. 7. The Contractor shall develop several screens to demonstrate the core of a NODGENE prototype system, illustrating the user interface, performance, and operation using the proposed system architecture. This shall be a fully functional, but not necessarily complete, prototype system available for testing by any NEI reviewer. 8. The Contractor shall possessed the background knowledge of the system modules, their intended functionality, and the many intricacies of the various programs and linkages involved. 9. The Contractor shall have experience in the development, architecture, language and interfaces of database systems and applications.10 .The development shall occur offsite from the NIH campus and facilities. The Contractor shall provide their own office space. Demonstrations will be reviewed onsite at the NEI facilities. 11. The Period of Performance shall commence at award of the contact. NIH believes that that the above reference firm is the only source that can provide this requirement. The contract shall be for one base year with no option years. Any firms capable of responding to the government?s notice of intent must respond in writing by the response date as noted in the Fedbiz Opps. Information furnished shall include enough detailed documentation to allow the government to perform a proper evaluation. Respondents will be notified of the evaluation results. Closing date will be 15 calendar days after publication. All vendors/prospective contractors must be registered with the Central Contractor?s Registration (www.ccr.gov) prior to award date. If not registered or active by the date, vendor proposals will be considered no responsive.
