Description
The National Institute of Environmental Health Sciences (NIEHS) intends to negotiate on a sole source basis with Scireq Scientific, Inc., Montreal, Canada, pursuant to 41 U.S.C.253(c)(1)--Only one responsible source and no other supplies or services will satisfy agency requirements. This purchase is for one (1) each complete mouse ventilator system: FV-CSS1 Flexivent Complete System with on-site installation and training. The system consists of one (1) each of the following: FV-CSS1-02 Flexivent complete system, one module; FV-BU-120 Flexivent Base unit package, 120V; FV-M1 Flexivent Module 1, 1.8ml stroke; FV-PP-M1 Peep trap; FV-PM-30 Pressure manometer 3.0 KPA; FV-Z5.0 Flexivent Software; FV-ZA-PV Flexivent Software analyz for pv loops; KD-SF Data Acquis. Workstation; FV-XP Flexivent accessory package; UT-TT-R T-type thermo. for rectal temp.; UT-TTA T-type thermocouple adapter; UT-PL-400 Blood/Liquid Press. Transd.; UT-EKG-1 Single channe isolated EKP Amp.; FV-AN-S1 Aeroneb lab set; FV-XC Flexivent accessory controller; FV-AN-NC Aeroned lab nebulizer controller; FV-AN-AC Aeroneb lab adapter cable; FV-AN-PU Aeroneb lab pump unit; FV-AN-PS aeroneb lab pump support; FV-AN-A1 Aeroneb lab adapter for module 1; and Onsite Installation and Training. The system must be able to directly measure airway physiology and lung mechanics while providing an aerosol challenge to methacholine. Any firm believing itself capable of providing these services may respond by submitting a written narrative statement of capability within 15 days of date of notice to Dee Lunney at the above address for consideration by the agency. Response must include detailed technical information and other technical literature demonstrating the ability to meet these requirements. Responses shall also include itemized pricing that is sufficient to make a determination that competition is feasible. If no affirmative responses are received within 15 days of this notice to determine whether a qualified source is more advantageous to the Government, an order will be placed with Scireq Scientific. The NAICS Code/Size is 334516/500EM. This procurement is to be processed using Simplified Acquisition Procedures and is not expected to exceed the Simplified Acquisition threshold of $100,000.
