Description
THIS IS A NOTICE OF INTENT, NOT A REQUEST FOR A PROPOSAL. A SOLICITATION DOCUMENT WILL NOT BE ISSUED AND PROPOSALS WILL NOT BE REQUESTED. The National Heart, Lung, and Blood Institute (NHLBI) for the National Institute of Health (NIH), Office of Research Services, NIH Library, Division of Library Services, intends to negotiate and award a purchase order on a noncompetitive basis to Structural Preservation Systems, Inc., 7455 New Ridge Road, Suite T, Handover, Maryland 21076, to install a fiber-reinforced polymer (FRP) strengthening system and external post-tensioning system to give support to the floor slabs to support the weight of the high-density mobile shelving which is to be installed in Building 10, on the underside of the B1 Level. Installation of the high density mobile shelving must be completed on or before September 30, 2005, and therefore the structural reinforcement must be completed not later than August 15, 2005. The Statement of Work will be provided to all interested concerns upon a written or electronic request to the Contract Specialist identified below. The period of performance is from August 1, 2005 through August 15, 2005. The sole source award to Structural Preservation Systems, Inc. (SPS) is contemplated based upon SPS?s significant experience involving the use of externally bonded FRP composites to upgrade structures, their excellent past performance in regards to their reputation and quality workmanship in the installation of FRP strengthening systems at NIH. Most importantly SPS?s ability to complete the work within the Government?s time frame. An award to any other source for this requirement would result in the requirement not being completed within the required time frame. Also, the cost of the delays to the Government is not expected to be recovered through competition. It is to the Governments? best interest for SPS to complete this requirement so that the project will be completed within the required time frame and not to jeopardize the operations of the NIH Library. This acquisition is being conducted under FAR Part 13, Simplified Acquisition Procedures. It is noted that FAR Part 6, Competition Requirements, is not applicable to simplified acquisitions. The North American Industry Classification System (NAICS) applicable to this requirement is 233320, and Size Standard is $29.0M. Interested parties are requested to review Statement of Work, and submit a statement of interest which includes: (1) an itemized price list of the services being requested; (2) at least three (3) references documenting similar past performance experience; and (3) a technical approach of how the work will be performed, within the Government?s time frame. The responses will be reviewed based upon the information provided by the Offerors. The statement of interest is due on or before July 25, 2005, by 4:30 P.M. The statement of interest must also include any prompt payment discount terms, the Dun & Bradstreet number (DUNS), the Taxpayer Identification Number (TIN) and the Offeror?s business size. The Offeror must also register in the Government?s Contractor Registry System. Note: www.ccr.gov . The Government reserves the right to issue an order to the best advantage of the Government, technical merit, cost, and other factors considered. All responsible sources may submit its interest which if timely received shall be considered by the agency. The determination by the Government not to compete the proposed contract based upon responses to this notice is solely within the discretion of the Government. The statement of interest referencing synopsis number NHLBI-PS-(HL)2005-107-DDC, must be submitted in writing to the National Heart, Lung, and Blood Institute, Contracts Operations Branch, Procurement Section, 6701 Rockledge Drive, Rockledge Building 2, Suite 6042, Bethesda, Maryland 20892-7902, Attention: Deborah Coulter. FAX submissions will only be accepted if dated and signed by an authorized company representative.
