Description
Modification 01 This announcement fully replaces fedbizopps notice posted July 11, 2005. This requirement is being procured in accordance with FAR Part 13, Simplified Acquisitions Procedures. The office of NOAA Fisheries located in Juneau, AK has a requirement for a contractor to construct a model to assess sea lion reproductive rates and to develop statistical methods to analyze sea lion telemetry data to determine foraging locations. The contractor shall: 1.) Analyze sea lion brand resight data to estimate reproductive rates, 2.) Analyze sea lion satellite tag data (telemetry) with an aim to improve the objective determination of foraging habitat, 3.)Provide bi-annual progress reports are to be provided each March. 31 and September 30 of the contract period. They are to include a description of the work completed, problems encountered, and expectations for the upcoming 6 months, as well as any results, preliminary or final as related to the description of work above. Final report by September 30, 2007 including:a.An updated sea lion life table, description of methods, and discussion b. Methods for data filtering of sea lion satellite telemetry data c.Report on the important foraging areas for sea lions. NOAA believes that this requirement is to be sole source with Dr. Dan Goodman of Montana State University who has special expertise to develop these analytical methods using Bayesian approaches to modeling that he has unique experience with. Dr. Goodman has pioneered work using Bayesian approaches to solve difficult marine mammal biological questions. In general, the work will involve the development of statistical methods to analyze sea lion data (which will be provided by NMFS). The outputs will be the statistical methods and estimates of sea lion vital rates and important sea lion foraging habitat. A firm-fixed price order will be issued with base period thru Oct 1, 2006, with option to renew for additional year. This notice may represent the only official notice. This notice closes close of business July 27, 2005. This is a simplified acquisition with an estimated value of less than $100, 000.00. ****The Western Regional Acquisition Division, requires that all contractors doing business with this Acquisition Office be registered with the Central Contractor Registry (CCR) as of October 1, 2003.
