Description

The NIST Acquisition Management Division intends to solicit and negotiate on a sole source basis under the authority of FAR 13.106-1(b) with Jian Zheng, 21151 Camomile Court, Germantown, MD 20876-6918. The basis for this sole source determination is that the current requirement is a logical follow-on to the previous, competitively awarded, contract, SB1341-04-W-1470. The North American Industry Classification System (NAICS) code for this acquisition is 541511 and the size standard is $21M. The original effort was for development of a foundation for establishing standards and specifications for testing digital media and establishing an archival grading methodology. The Contractor successfully and satisfactorily developed methodologies to perform research and testing to determine life expectancy and archival storage suitability in DVD recordable, CD-ROM, and CD-R media and compared capabilities of these media to other storage media types. The current requirement builds directly on work completed under contract SB1341-04-W-1470. In the interest of economy and efficiency, the Government intends to issue a sole source award to Jian Zheng. The Government has determined that a new competitive solicitation would result in unacceptable delays in fulfilling agency requirements and incur substantial duplication of cost and effort that cannot be expected to be recovered through competition. No solicitation package will be issued. This notice of intent is not a request for competitive quotations. However, interested parties may identify their interest and capability to respond to the requirement, in writing. Responses received by 4:00 pm EST, July 22, 2005 will be considered by the Government. Written responses to this synopsis shall contain sufficient documentation to establish a bona fide capability and experience in testing digital media (DVD recordable, CD-ROM, and CD-R media) to fulfill the requirement.
