Description
The United States Department of Agriculture (USDA), Marketing and Regulatory Programs Business Services (MRPBS) National Invasive Species Council, has a requirement for a contractor to help the National Invasive Species Council develop a three year invasive species action plan. This action plan will identify the most strategic and effective priorities for implementation by USDA agencies in the context of the Revised National Invasive Species Management Plan. The contractor will work with the USDA Senior Invasive Species Coordinator, representatives of seven USDA agencies, representatives of the National Invasive Species Council staff and members of the Invasive Species Council Advisory Committee. The purpose of this acquisition is to obtain the services of a consultant that can facilitate the workshops and attend meetings to help develop the invasive species action plan. The work to develop the plan will take part in three phases. All the meetings and workshops that complete the three phases will be held in Washington DC and are estimated to begin in October 2005 and be completed by May 2006. The first phase of the action plan will entail attending meetings and interviewing participants. The contractor will meet with the core planning team to review and assess the relevancy of other programs at the federal government level and perform structural analyses of the interview findings. Phase one will require approximately ten (10) days on site. Phase two will consist of a series of three (3) workshops, each two days long. The final outcome of the workshops will be the collective design by the participants of a collobrative national invasive species 3 year action plan. Phase three will include one (1) ? two (2) day meeting to establish a steering committee. The contractor will be responsible for designing the agendas of the workshops and engaging participants in a focused and open dialogue with computer support. The contractor will be required to deliver real time the products of the deliberations of the participants such as tables of ideas, clarification of the meanings of those ideas, prioritization of idea statements, and relational maps displaying graphically the influences among the priority ideas. For prior acquisitions of a similar nature the Department of Agriculture has worked with the company CWA, LTD incorporating the Cogniscope method and Delphi study. The Cogniscope method is a scientific method designed and used to manage complex issues. The Cogniscope process defines and resolves complex issues by engaging stakeholders systematically and collaboratively in discovering relationships among the factors relevant to the issue. The Delphi study is an interactive survey of stakeholders with diverse perspectives, for the purpose of converging on a consensus perspective on a complex issue. Contractors are asked to submit information regarding their company?s technical capabilities, credentials, and experience to perform this type of consulting service. The contractor can provide the information about their company?s technical capabilities, credentials, and experience using either the Cogniscope method and Delphi study or a similar approach. In accordance with the socioeconomic goals of the USDA, we are specifically interested in doing a set aside for a service disabled veteran company, however, this does not preclude any company from submitting a response as we will take all information into consideration when determining how to proceed with this acquisition.
