Description
1. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The solicitation number is HSHQDC-05-Q-01005 and is issued as a request for quotation (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2001-27. This procurement is being conducted under full and open competition. The NAICS code is 531120 and small business size standard is $6 million. The following is a list of contract line item number(s) (CLIN). CLIN 0001 ? One Leadership Training Program in accordance with the statement of work. The purpose of this acquisition is to obtain the use of conference facilities and associated complementary goods and services for a two and one-half day training program sponsored by the U.S. Department of Homeland Security (DHS) Office of the Chief Human Capital Officer (CHCO). The event, entitled MAXHR ? Maximizing Leadership Training will commence on Tuesday, August 2, 2005 at approximately 8:00 a.m., and will end on Friday, August 4, 2005 at approximately 4:00 p.m. The DHS Office of the CHCO will arrange the substantive event program, arrange and confirm speakers, provide presentations and materials, etc. 2. Background MAXHR is new, performance-based human capital system designed to enhance the way employees work at DHS. The system is designed to maximize the way the Department identifies, develops, measures and rewards its workforce. MAXHR will: Help employees and managers set clear performance expectations Create a pay-for-performance system Use web-based processes Establish new human capital (HC) policies and procedures Promote a continuous learning environment in support of career development and professional growth Create new opportunities for leadership development Shape the DHS workforce of the future The MAXHR ? Maximizing Leadership Training Program will kick off critical MAXHR initiatives for DHS. DHS is accountable for creating a participatory leadership environment, and for demonstrating teamwork, collaboration, and synergy throughout DHS. The training program will provide them with: Updates and discussion on DHS priorities Techniques and best practices for effective deployment of DHS priorities Training on 360 degree feedback Leadership, management, coaching, communication, and training approaches to support a performance-based culture 3. Objectives The objectives of this acquisition are to: a. Obtain meeting space for the MAXHR ? Maximizing Leadership Training Program b. Obtain a reserved block of 250 individual, overnight lodging accommodations, and reservation / booking services for participants. c. Obtain meals and snacks with accompanying service during the event. d. Obtain the use of audiovisual and information technology equipment and support during the event e. The conference facilities must be located within the Washington, DC metropolitan local commuting area. All conference and lodging facilities must be accessible as defined by the Americans with Disabilities Act (ADA) and must comply with FEMA Fire Prevention and Control Guidelines (VA0857). The conference facilities must have 24-hour on-site security, including roving patrol, security cameras, and controlled access via controlled gate(s). The security staff of the conference facility must agree to meet with a security team from the DHS Office of Security to sweep the facilities and grounds in advance of this event. f. The contractor must reserve a block of 250 individual overnight lodging accommodations and guarantee availability for the following nights: August 1, 2, 3, 2005. The contractor must provide lodging reservation / booking services that the event participants can use to reserve accommodations. The contractor must agree to reserve available rooms (subject to availability) upon request of participants beyond the 250 reserved rooms on the above mentioned dates, or before or after the above mentioned dates. The contractor must agree to accept participants? individual government travel cards or credit cards for payment of lodging charges. Thus, the cost of overnight lodging shall not be included in the total cost of the proposal. g. The contractor will provide a working lunch and dinner each day, (August 2, 3, and 4 ? a total of six meals) for each of the 500 participants during the event. Each lunch and dinner must be served in a room or area reserved for the participant group. The contractor will provide continuous refreshment service each day, (August 2, 3, and 4) from 7:00 a.m. to 4:00 p.m. for 500 participants. Refreshment service shall include (at a minimum) coffee, tea, sodas, juice, and bottled water. The contractor will provide a light snack in the break service area at mid-morning and mid-afternoon on each day (August 2, 3, and 4 ? a total of six snacks) for 500 participants. The contractor will work with DHS CHCO to schedule timing of food service to accommodate the program schedule. The contractor must be able to accommodate various types of special diets, e.g., vegetarian, vegan, kosher, halal, low-sodium, gluten-free, etc., upon reasonable advance notification by the DHS CHCO organizers. The contractor must submit proposed menus or menu options for all meals, snacks, and refreshment service with their submission. h. The contractor will provide one large meeting room with tables and chairs to comfortably accommodating 500 persons that shall be available between 7:00 a.m. and 5:00 p.m. each day. i. The contractor will provide 25 small conference rooms with tables and chairs for break-out sessions that will comfortably accommodate 20 people each, on August 2 and 3 from 8:00a.m. to 6:00p.m., and on August 4 from 8:00 a.m. to 4:00 p.m. j. The contractor will provide one small office/hospitality room. The room must allow space for tables and chairs and allow continuous (24 hours a day) access between 8:00 a.m. on August 2 and 4:00 p.m. on August 4. This room will be used by staff for normal business activities (e.g., checking email, making phone calls, etc.).The contractor must provide the following audiovisual and information technology capabilities in the large meeting room for the duration of the conference from 8:00 a.m. August 2 to 4:00 p.m. August 4. The audiovisual and information technology equipment must be accomplish the following k. Receive and project data and video from a DVD player, VHS video player, and laptop computer onto a screen so that it can easily be seen by all 500 participants l. Receive and amplify audio from a DVD player, VHS video player, laptop computer so it can easily be heard by all 500 participants m. Amplify participant speakers by means of wireless microphone(s) so they may easily be understood by all 500 participants. n. The contractor will provide all equipment necessary to accomplish these requirements. The contractor will provide an on-call, knowledgeable support staff for the hours of the conference, from 8:00 a.m. until 6:00 p.m. each day, to assist with operating equipment, resolving malfunctions, connecting participants? laptop computers to audio and video inputs, etc. The DHS CHCO will provide all required DVD and VHS media. DHS CHCO and/or conference participants will provide laptop computers. o. The contractor will provide 30 flip charts ? one for each break-out room and 5 for the large conference room. The contractor will allow the DHS CHCO, at its option, to bring their own (or another government agency?s) equipment and staff on site to do technical work, such as videotaping the event, interviewing participants, etc. The provision at 52.212-1, Instructions to Offers?Commercial, applies to this acquisition with no addendum. Provision 52.212-2 Evaluation?Commercial Items is included with the following evaluation criteria: technical, price, and past performance. The award will be based on best value. Clause 52.212-4, Contract Terms and Conditions?Commercial Items and 52.212-5, Contract Terms and Conditions Required To Implement Statutes Or Executive Orders?Commercial Items is incorporated with the following additional clauses being applicable to this acquisition 14,15, 19,22, and 30.
