- The Department of Homeland Security, Customs and Border Protection, Office of the Border Patrol Air and Marine Operations Center, El Paso, Texas, is issuing a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6 using simplified acquisition procedures, as supplemented with additional information included in this notice. The contract will be awarded using simplified acquisition procedures in accordance with Federal Acquisition Regulation (FAR) Part 13.5. This announcement constitutes the only solicitation; bids are being requested and a written solicitation will not be issued. Solicitation HSBP1005Q0475 is being issued as a Request for Quotation. The RFQ document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 05-04. The RFQ will be distributed solely through the General Services Administration?s Federal Business Opportunities web site http://www.fedbizopps.gov/. Hard copies of the solicitation document will not be available. The site provides downloading instructions. All future information about this acquisition including solicitation amendments will also be distributed solely through this site. Interested parties are responsible for monitoring this site to ensure that they have the most up-to-date information about this acquisition. Contractor must be currently registered in the Central Contractor Registration, Online Representations and Certifications Application (http://orca.bpn.gov), and provide DUNS number and TIN with quotation. The North American Industry Classification System code is 315211. The small business size standard is 500 employees. A single fixed-priced contract will be awarded. THIS IS A SMALL BUSINESS SET-ASIDE. Please include any applicable GSA contract number with your quotation. The laptop must be able to survive extreme conditions, including drop shock, vibration, dust and be water resistant for use in special operations. Quotations are to remain valid for 60 days after close of the RFQ. Delivery is to be FOB Destination to the U.S. Border Patrol Tactical Unit, Duncan & Sims Bldg 11169 Biggs AAF, El Paso, TX 79916. Delivery shall be within 45 days after award of the contract. The provisions at FAR 15.212-1, Instructions to Offerors-Commercial, apply to this acquisition. FAR 12.212-2, Evaluation-Commercial Items, is applicable. Paragraph (a), evaluation criteria is as follows: Award will be made to the responsible Quoter who is responsive, with the lowest price. Additional instruction: HSAM 3052.247-72, F.O.B. Destination. FAR 52.212-3 Offeror Representations and Certifications ? Commercial Items: Vendor shall include a completed copy of this provision with his quote as follows: (1) Only complete paragraph (j) of this provision inclusive of information required by ALT I if the annual representations and certifications electronically have been completed at http://orca.bpn.gov; or (2) Complete only paragraphs (b) through (i) inclusive of information required by ALT I if the annual representations and certifications have not been completed electronically at the ORCA website.
