Description
This procurement is being issued UNRESTRICTED under the North American Industry Classification System (NAICS) Code 541219. The corresponding SBA size standard is $7 Million. The work performance includes the requirement to provide Utility Invoice Processing and Accounts Payable Validation for electricity, water, sewage (waste water), natural gas, LP gas, and steam bills for Navy approval as designated by the Contracting Officer within the Naval Facilities Engineering Command Atlantic?s area of responsibility, consisting of web based utility bill approval process, delivering data to a Navy technical analyst and financial approver prior to release for payment. The offeror will provide general services such as, Central Utility Bill Receipt, 90 days (minimum) storage of hardcopy documents onsite, Capture of Standard Data Elements, Data Storage, Database Development, Electronic Utility Bill Analysis to include, processing, tracking, resolution management, daily production of Accounts Payable (A/P), Data File Extraction for Interface to ITRON Enterprise Edition (IEE) software, and daily production of PDF image extraction for Transfer to Navy?s CIRCUITS application. Contractor must have capability and compatibility for Standard ITRON database and CIRCUITS. The contract performance period will be for five years, including one base period and four options periods not exceeding 12 months each. The minimum guarantee for the entire contract term (including option years) will be satisfied by the award of the initial Task Order. The options may be exercised within the time frame specified in the resultant contract at the sole discretion of the Government subject to workload and/or satisfaction of the contractor performance under the subject contract. There will be no dollar limit per task order and no dollar limit per year. Type of contract: Firm Fixed Price Indefinite Quantity Contract. Estimated start date is September 2005. This is a source selection procurement requiring both technical and price proposals. Contract award will be made to the offeror proposing the best value to the Government from the technical and price standpoint. The solicitation will be available on or about 26 July 2005. This will be an electronic solicitation, which can be downloaded from ESOL at http://www.esol.navfac.navy.mil. Please be sure to register for the solicitation on ESOL to receive notice of possible future amendments. If a pre-proposal conference will be held the date a time will be identified in the solicitation. Proposals will be due on or about 25 August 2005.
