Description
The Bureau of Land Management intends to negotiate a contract, on a sole source basis under the authority of FAR 6.302-1, with FORSightResources to embed the Growth & Yield Tree Simulator ORGANON within a Visual Basic (VB) program. The objectives are to bootstrap the yield output for numerous plots containing tree-level data and apply the bias-corrected and accelerated (bca) method to the bootstrap results to produce sets of yields at user defined confidence intervals in addition to the traditional mean predicted values. To accomplish this objective, the VB program must be able to pass the ORGANON parameters that are constant within a simulation via a drop-down menu or by filling in blanks that the user can control prior to the bootstrap execution. The shell must also capture the yields and tree dimensions at each time interval. The yields at these intervals will be used to construct the proper confidence interval via the bca method and the tree lists produced can be adjusted by a factor for input into ORGANON for the next time interval computation. The applicable NAICS code is 541511. No other vender is known to possess the level of expertise that fulfills the following contract requirements: " Familiarity with forestry and specifically terms used in growth and yield modeling " Familiarity with ORGANON " Experience developing growth and yield curves " Programming ability: Visual Basic preferred but other languages will be considered " A conceptual understanding of bootstrapping. " Have the ability to develop yield curves with data provided for managed and or natural stands. Vendors which can meet the above contract requirements should submit their qualifications in writing specifically addressing the six criteria described above to the Contracting Officer. This notice is not a request for competitive proposals. The Government will consider all responses received by 12:00 pm PST, Tuesday, July 26, 2005. A determination by the Government not to compete this proposed contract based on responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement.
