Description
THIS IS A NOTICE OF INTENT, NOT A REQUEST FOR PROPOSALS. A SOLICITATION DOCUMENT WILL NOT BE ISSUED, AND PROPOSALS ARE NOT BEING REQUESTED. The National Heart, Lung, and Blood Institute (NHLBI) for the National Institute on Drug Abuse (NIDA), Prevention Research Branch (PRB) intends to negotiate on a noncompetitive basis with the Society for Research on Child Development (SRCD), 3131 S. State Street, Suite 302, Ann Arbor, Michigan, to provide support to SRCD Executive Branch fellowship programs in support of one (1) SRCD Executive Branch fellowship position for the period of September 1, 2005 through August 31, 2006. The Society for Research on Child Development (SRCD) Executive Branch fellowship program seeks to facilitate the dissemination of research-based information related to child development and to support research efforts related to child development. Following a two-week science policy orientation program at the American Association for the Advancement of Science (AAAS), the Fellow work as resident scholars in a federal agency that sponsors research related to child development, providing advice and guidance to programs, and working in a partnership with research teams within the federal government. This requirement will support an SRCD research fellow at the National Institute of Drug Abuse, Prevention Research Program in developing a portfolio in the areas of HIV/AIDS prevention and health disparities. Specifically, the Research Fellow identified by SRCD provides the following tasks: Task A: The Fellow will initiate a project to develop a network of prevention researchers interested in studying HIV/AIDS and health disparities topics through the development of a list serve, newsletter, small science meeting and/or other mechanisms. The Fellow will work on a strategy for improving networking in these areas, identify potential participants in the network and develop a sustain ability plan for the network. Deliverables: 1) Names of participants in the network; 2) Documentation of activities of the network; and 3) A Sustain ability plan. Task B: The Fellow will assist program officials at NIDA in working with extramural investigators to develop new research and training applications related to HIV/AIDS and health disparities. The Fellow will track relevant NIDA and NIH initiatives, generate a document detailing specific opportunities for potential grantees, attend internal and external meetings to meet current and potential grantees, and work with the program to provide technical assistance to potential grant applicants. Deliverables: Document detailing opportunities in the study of the prevention of HIV/AIDS and the reduction of HIV/AIDS and drug-related health disparities. Task C: Assist NIDA staff in the preparation of materials needed for responses to inquiries from members of Congress, other governing agencies, and voluntary organizations. Assist NIDA staff in the preparation of reports or other documents involving health disparities and HIV issues. Deliverable: list of special requests for which assistance was provided. The sole source determination is based upon the SRCD Executive Branch?s established research Fellowship program and previous collaboration between NIDA/NIH and the SRCD. An award to any other source would affect NIDA?s anticipated outcome based upon experience on child and development support research and would not provide cost savings to the Government. The North American Industry Classification System (NAICS) is 541990, Size Standard $6.0 million is applicable to this requirement. The acquisition is being conducted under FAR Part 13, simplified acquisition procedures. It is noted that FAR Part 6, Competition Requirement is not applicable to simplified acquisition. This notice of intent is not a request for competitive proposals. Interested parties are requested to review the above requirements and submit a statement of interest which includes: a cost proposal, other direct costs; Curriculum Vitae of the Fellow assigned to perform this project, training and orientation by and accredited society, at least three (3) references documenting similar past performance experience, technical approach of how the work will be performed, experience working with NIDA, NIH, and other Government agencies. The determination by the Government not to compete the proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct future competitive procurement. All responsible sources may submit a quotation, which if timely received, shall be considered by the agency.
