Description
The work shall consist of furnishing all plant, labor, equipment, materials and supervision to complete construction work for Project PQWY 02-1050, INSTALL STORM WATER CATCH BASINS, AIRCRAFT RAMPS, at McChord AFB Washington. Following is a brief summary of the project and is provided solely for the purpose of revealing the general nature of the work involved. DESCRIPTION OF WORK: The intent of this project is to provide catch basin structures that can be closed during aircraft deicing operations to prevent the flow of liquid deicing fluid into the storm water drainage system. When deicing fluids are not present the catch basin will need to open to allow storm water to flow into the existing storm sewer system. There are forty-six catch basins identified on the following attachments that will need to have steel structures fabricated and installed. Catch Basins will need to be measured prior to fabrication to ensure proper fit. There may be minor differences for each catch basin inlet, i.e. single or double grate with one or two valves. Airfield pavement will not be removed or damaged during construction. The structures will be cast specifically for each catch basin and during installation they will be set into the catch basins and properly sealed to the surrounding concrete or asphalt pavement to prevent leaks. The catch basin inserts must be designed and installed so that they may be easily opened and closed by aircraft maintenance personnel. The applicable NAICS Code is 237110 with a small business size standard of $17.0 Million. The magnitude of construction is between $100,000 and 250,000. As provided by FAR 52.219-27, this acquisition is being set-aside for Service Disabled Veteran Owned Business (SDVOB) contractors. Award of a contract from this solicitation will be made on the basis of Best Value to the government using past performance and price. The Government reserves the right to award a contract to other than the lowest price offeror. All relevant solicitation documents including specifications and or drawings will be made available for download exclusively from the internet by accessing the Federal Business Opportunity (FBO) Website http://www.fedbizopps.gov by following the links on the FBO website to: DOD, USAF Offices, Air Mobility Command, 62nd CONS. Paper copies will not be available. Once the solicitation is posted, interested parties to must review the website frequently for updates and amendments to any and all documents; and verifying the number of amendments issued prior to the due date for proposals. The closing date and time for submitting proposals will be contained within the solicitation package. All potential sources must obtain a DUNS number and be registered in the Central Contractor Register (CCR) in order to transact business with the Department of Defense (DOD). Lack of registration in the CCR database and failure to obtain a DUNS number will make an Offeror ineligible for award. NOTICE TO OFFERORS: No response to this notice is necessary and no source list or bidders mailing list will be maintained. Funds are not presently available for this project. No award will be made under this solicitation until funds are available. THE GOVERNMENT RESERVES THE RIGHT TO CANCEL THIS SOLICITATION EITHER BEFORE OR AFTER THE BID OPENING/RFP CLOSING DATE.
