Description

Eglin AFB FL has a requirement for Indefinite Delivery/Indefinite Quantity (IDIQ) for Paving at Eglin AFB FL. The North American Industry Classification System (NAICS) code for this project is 237310 with a standard size of $28.5M. This procurement is UNRESTRICTED. This is a Performance Price Trade Off (PPT) acquisition and award will be made based upon the best value to the Government in accordance with FAR 15.3. The Government reserves the right to award a contract to other than the low proposed price. All responsible sources may submit an offer, which shall be considered by the agency. This project will include, but is not limited to, furnishing all plant, labor, equipment, travel, surveying and materials and performing all work and all operations required in accordance with specifications. The work may consist of resurfacing, full depth reconstruction, and new full depth construction of bituminous concrete and portland cement concrete pavements to include roadways, parking lots, and sidewalks, coldplaning of bituminous concrete pavement, construction of curb return widenings, new construction of bituminous concrete ramp-downs, crack repair in bituminous concrete pavement, new construction of concrete foundation walls and footings, slabs on grade adjusting of covers and frames and grates to be flush with new pavements, removal and resetting of existing concrete curbing, painting new pavement markings, rubber removal from airfield surfaces, and removal and reinstallation of existing parking bumper blocks and traffic control devices as well as placement of new parking bumper blocks and traffic control devices as required. The above general description of work does not in any way limit the responsibility of the contractor to perform all work and furnish all labor, materials, and equipment complete in accordance with the specifications. The work shall be located at Eglin AFB FL. The exact location of work will be indicated by the Contracting Officer with each delivery order. The proposed duration of the contract will include Basic contract performance period of 365 calendar days and four (4) One-Year option periods, if exercised. The magnitude of proposed construction for the Basic Performance Period and all Option Periods is between $10,000,000 and $25,000,000. Contractors should have the capability to view Microsoft Word (.doc), and or Acrobat Reader (.pdf) files in order to view the posted documents. Prospective contractors must be registered in the DoD Central Contractor’s Registration database prior to award of a government contract. Offerors are further advised that failure to register in the CCR database will render your firm ineligible for award. Registration requires applicants to have a DUNS Number. The successful offeror must also have an active Online Representation and Certification Application (ORCA). The ORCA website is: http://orca.bpn.gov/. Recommend registering immediately in order to be eligible for timely award. ALL interested sources are responsible for frequent review of the website to ensure that they are kept current on any applicable documents added after the initial RFP is issued. The issuance date for this solicitation has yet to be determined, but is anticipated for mid to late May on the Federal Business Opportunities (FedBizOpps) web site at http://www.fedbizopps.gov. Proposal due date of 20 June 2005 IS ONLY AN ESTIMATED DATE. This is a paperless acquisition. Paper copies of the solicitation will not be issued, but the Request for Proposal (RFP) will be available on the Federal Government’s Electronic Posting System (www.eps.gov).
