Description
This synopsis is a continuation of announcement for Aviation Security Quality Control - Technical Assistance/Training Programs initially synopsized under USTDA-05-Q-91-358. The requirement of the Government has not changed. The U.S. Trade and Development Agency (USTDA) intends to publish a request for proposals to negotiate a competitive contract for a series of technical assistance (TA) training programs focused on aviation security quality control to be conducted in three regions: (1) the Americas;(2) Central Europe, the Middle East and Africa; and (3) Asia. The proposed training programs would be developed in collaboration with the Transportation Security Administration (TSA). Over the course of approximately one year, the training will take place over the course of three days within each region. The same training session will be offered twice in the Americas, twice in Asia, and three times in Central Europe, the Middle East and Africa, for a total of seven trainings. The objective of this TA is to bring together foreign officials responsible for the nation?s aviation quality control programs. It will provide a forum to learn and to discuss how quality control can be enhanced in each of their countries and standardized throughout the regions. The training program would also highlight the benefits to international trade that would result from better securing the commercial aviation sector. The TA will educate participants on activity will also assist USTDA with its efforts to promote trade opportunities for U.S. suppliers abroad. USTDA anticipates award of a single contract, at a ceiling price of NTE $600,000, based on a cost, plus, fixed-fee basis. The solicitation package will be available on or about the week of July 18, 2005. The solicitation, all related documents and amendments, and all questions and answers, if any, will only be released and available electronically through the Electronic Posting System (EPS) at http://eps.gov under the EPS for vendor?s option followed by selection of the U.S. Trade and Development Agency. Potential vendors are responsible for accessing the website. No paper copies of the solicitation will be distributed. Accordingly, no written, telephonic, facsimile or email requests for the solicitation package will be honored, and no bidders lists will be maintained. Potential offerors should direct all question by email to contract@ustda.gov.
