Description
NAICS Code: 541710 In accordance with FAR Part 12 and Part 13 Commercial Simplified procedures, the U.S. Environmental Protection Agency intends to negotiate on a SOLE SOURCE BASIS with Vishwamitra Research Institute, Inc. of Westmont, IL, to provide a mathematical theory for Optimal Control Theory for Sustainable Environmental Management Under Uncertainty. The U.S. Environmental Protection Agency, The National Risk Management Research Laboratory, Sustainable Systems Team is continuing to develop a basis mathematical theory of sustainable systems. The practical application of the resulting mathematical model must be done in an environment where knowledge of the present state of the system and its future evolution is highly uncertain. There is a great need to understand the application of the theory under high uncertainty. The staff at the Vishwamitra Research Institute Inc., possess the lead on the application of uncertainty analysis including options theory to chemical process design and ecosystem management. The vendor shall (1) construct optimal control strategy algorithms under uncertainty for incorporation into a simulated food-web model (2) construct optimal control strategy algorithms under uncertainty for incorporation into simulated ecological-economic-social model developed at the U.S. EPA, and (3) construct and deliver a mathematical computer model using optimal control theory under uncertainty to manage a simulated ecological-economic-social model developed at the U.S. EPA. The ecological-economic-social model shall include a human population, and three trophic levels including plants, herbivores and carnivores, industrial agriculture, an industrial process, and a price-setting macroeconomic model. The mathematical computer model shall consist of the appropriate differential equations and associated algebraic equations derived under this solicitation. The results of this work shall be delivered in the quarterly and final reports. Using other than a sole source vendor in this solicitation would constitute use of Government resources to develop expertise which the recommended source already possesses. This procurement will be accomplished under FAR Part 12, Commercial Acquisition Procedures. Interested firms may identify their interest and capability to respond to this requirement. This notice of intent is not a request for competitive quotations. A determination by the Government not to compete this acquisition based upon responses to this notice is solely within the discretion of the Government. Sources wishing to be considered must submit documentation to the office identified above. Documentation must be received no later than 4:00 P.M. on Tuesday July 20, 2005.
