Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. Combined synopsis/solicitation: Request for Proposal, for nonpersonal service, FAR PART 37.2 Advisory and Assistances Services. Provide pricing for base year and two option years. Provi de cage code and Duns number. STATEMENT OF WORK: 1. Work Requirements: Work will be accomplished in accordance with Title 5 of the United States Code (USC), Chapter 71, Chapters 43 and 75, and in accordance with any applicable law, rule or regulation or negotiated Labor Agreement with the U.S. Army Corps of Engineers, Memphis District. Must provide consultation and assistance for the processing of proper and effective personnel disciplinary/adverse and performance-based actions and for labor relations actions such as labor-management partnerships, alternative dispute resolution processes , and numerous work processes such as negotiations (contract, mid-term, impact and implementation, interest-based), grievance resolution, mediation, facilitation, and development/conduct of training programs and briefings. Must be knowledgeable of the new National Security Personnel System for Department of Defense as it relates to a myriad of human resources processes, especially labor and employee relations processes. Any work process, or any change to a work process, such as the development of a traini ng program will be coordinated with the Civilian Personnel Advisory Center (CPAC) for resolution of compliance for submission to the Government for approval. Times established for completion of such work processes will be established by the COR. Services to be provided during the life of the contract will be paid as actual hours used for a minimum of 1 day per week. Travel may be required to areas such as the field units during revetment and/or dredging season. Reimbursement for actual travel ex penses will be made in accordance with the Joint Travel Regulations. Qualified dedicated individual must be present at the worksite within 24 hours of request for advisory/assistance. As a minimum, must be available, for telephonic response within 12 hou rs of request for advisory/assistance. 2. Contractors Proposal Shall Discuss the Following: a. Minimum of 5 years experience in at least 90% of the following areas (experience is significantly more important than cost): (1). Multiple labor unions in a single organization. (2). Facilitation and mediation. (3). Negotiations (contract, mid-term, impact, and implementation, and interest-based). (4). Negotiated grievance processes. (5). Alternative dispute resolution processes. (6). Identification of activity and/or agency-wide labor relations needs. (7). Development and conduct of labor relations training programs. (8). Director of labor relations programs for a large Federal agency. (9). Supervised a labor relations staff. (10). Supervised bargaining unit employees. (11). Experience with the Corps of Engineers Labor Relations Program. (12). Experience as labor leader. (13). Management and/or labor representative in unfair labor practice and grievance proceedings, negotiation impasses, and appeals before grievances such as: (a). Federal Service Impasses Panel (FSIP) (b). Federal Labor Relations Authority (FLRA) (c). Federal Mediation and Conciliation Services (FMCS) (14). Experience with 5 USC, Chapters 43 and 75. (15). Knowledge of EEO rules and regulations. (16).
