Description
This procurement is being issued as an 8(a) Competitive project for Hospital Entergy Plant, Main Section, Walter Reed Army Medical Center, Washington, D.C. Estimated cost of construction is $5,000,000.00 to $10,000,000.00. The NAICS Code assigned i s 237130 with a Size Standard of $28,500,000.00. Construction completion is 834 calendar days. Work consists of constructing an addition and altering the existing main hospital (Building 2) to provide space for seven emergency generators, associated elec trical switchgear, and essential mechanical equipment. The proposed addition will replace existing hospital power distribution equipment to include transformers, main breakers and motor control center. The project includes all materials and modifications required to connect the new and relocated equipment to the existing distributions systems within the hospital. This project will provide for necessary construction phasing and alternative power sources as necessary during construction of the work. This procurement will be advertised as a Request for Proposal. Competitive proposals will be evaluated based on the evaluation criteria set forth in the solicitation package. All responsible 8(a) sources may submit a proposal, which shall be considered by th e agency. It is imperative that all small disadvantaged businesses contact their cognizant Small Business Administration Office to obtain Small Disadvantaged Business Certification. Without SBA SDB certification, a prime contractor nor a federal agen cy can receive SDB credit when utilizing non-certified SDB contractors/subcontractors. THIS SOLICITATION WILL BE PROVIDED IN AN ELECTRONIC FORMAT, FREE OF CHARGE, TO ALL REGISTERED PLAN HOLDERS. THE MEDIA THROUGH WHICH THE GOVERNMENT CHOOSES TO ISSUE TH IS SOLICITATION WILL BE ON THE WEB SITE; THIS SOLICITATION WILL NOT BE ISSUED IN PAPER. Contractors may view and/or download solicitation information from the wesbsite at https://ebs.nab.usace.army.mil. Questions concerning this project can be emailed to denise.r.mellinger@nab02.usace.army.mil. All contractors must go to this website to register as a planholder. In order to register, each contractor must have a valid Dun & Bradstreet Number and Cage Code Number assigned for the specific location being registered and also be registered in the Central Contractor Database. Each contractor need only register once for each solicitation. Registered planholders will be provided the solicitation. In order to reduce the possibility of error and to increase th e quality of our service to you, all deliveries, packages, etc. must include the name of the particular Contract Specialist for the particular project. All deliveries, packages, etc. of more than one box or container must be bound together by tape or othe r means. In order to comply with the Debt Collection Improvement Act of 1996, all contractors must be registered in the Central Contractor Registration (CCR) to be considered for award of a Federal contract. For information regarding CCR registration, th e CCR website can be accessed at http://www.ccr.gov. Other information regarding registration can be obtained through CCR Assistance Center (CCRAC) at 1-888-227-2423. A paper form for registration may be obtained from the DOD Electronic Commerce Informat ion Center at 1-800-334-3414. The solicitation is scheduled to be issued on or about 21 July 2005 with proposals due on or about 25 August 2005.
