Description
This solicitation is unrestricted. Estimated cost of construction is $10,000,000.00 to $25,000,000.00. The NAICS Code assigned is 238910 with a Size Standard of $12,000,000.00. Construction completion is 730 calendar days. Work consists of the c onstruction of a Remote Delivery Facility (RDF) which includes four tasks: Site Entry; Site Preparation Structures; and Perimeter Road Widening. The approximately 30 acre site contains some non-tidal wetland-designated areas. The objective of the RDF i s to isolate the operational support functions of vehicle explosive detection, screening of deliveries for shippking/receiving and the processing of uncleared visitors and uncleared construction personnel form the proximity of the other main facilities. T his procurement will be advertised as a Request for Proposal. Competitive proposals will be evaluated based on the evaluation criteria set forth in the solicitation package. All responsible sources may submit a proposal, which shall be considered by the agency. Large business firms are required to submit a subcontracting plan at the time for receipt of their proposals. The subcontracting goals are 60% for small business, 20% for small disadvantaged business, 10% for women owned small business, 3% for HU BZone small businesses and 3% for veteran-owned and 3% for service disabled veteran-owned small businesses. It is imperative that all small disadvantaged businesses contact their cognizant Small Business Administration Office to obtain Small Disadvantag ed Business Certification. Without SBA SDB certification, a prime contractor nor a federal agency can receive SDB credit when utilizing non-certified SDB contractors/subcontractors. THIS SOLICITATION WILL BE PROVIDED IN AN ELECTRONIC FORMAT, FREE OF CHA RGE, TO ALL REGISTERED PLAN HOLDERS. THE MEDIA THROUGH WHICH THE GOVERNMENT CHOOSES TO ISSUE THIS SOLICITATION WILL BE ON THE WEB SITE; THIS SOLICITATION WILL NOT BE ISSUED IN PAPER. Contractors may view and/or download solicitation information from the w esbsite at https://ebs.nab.usace.army.mil. Questions concerning this project can be emailed to denise.r.mellinger@nab02.usace.army.mil. All contractors must go to this website to register as a planholder. In order to register, each contractor must hav e a valid Dun & Bradstreet Number and Cage Code Number assigned for the specific location being registered and also be registered in the Central Contractor Database. Each contractor need only register once for each solicitation. Registered planholders wi ll be provided the solicitation. In order to reduce the possibility of error and to increase the quality of our service to you, all deliveries, packages, etc. must include the name of the particular Contract Specialist for the particular project. All del iveries, packages, etc. of more than one box or container must be bound together by tape or other means. In order to comply with the Debt Collection Improvement Act of 1996, all contractors must be registered in the Central Contractor Registration (CCR) t o be considered for award of a Federal contract. For information regarding CCR registration, the CCR website can be accessed at http://www.ccr.gov. Other information regarding registration can be obtained through CCR Assistance Center (CCRAC) at 1-888-22 7-2423. A paper form for registration may be obtained from the DOD Electronic Commerce Information Center at 1-800-334-3414. The solicitation is scheduled to be issued on or about 19 July 2005 with proposals due on or about 25 August 2005.
