Description
The following questions were submitted by prospective offerors. The answers have been provided. Please note the CLOSING DATE has NOT Changed. The RFP closes July 7, 2005. 1.What is the clearance requirement (the study is FOUO)? SECRET Clearances, but the study final product is FOUO. 2.What is the POP: The Period of Performance is: Date of Award + 6 months. 3.Does it extend beyond the 6 month study? No 4.The RFP refers to the team. Is the contractor a member of the OSD project team? The Contractor is the team and this may be augmented by a couple of DOD personnel. 5.Does the Contractor provide a study methodology? Yes. 6.Does the contractor lead the project or is it the Government team? Contractor 7.Does the Government want a Contractor team to perform the project or a senior analyst to assist the Government team? Contractor Team 8. When is the contract expected to be awarded? ASAP. We want to begin in late July, if possible. 9. Does the task require expertise in internal/civil affairs, such as finance, law enforcement, power, transportation, etc.? Yes 10.Will the States-side team members pass through EUCOM on the way in and out of Kosovo for briefings and consultations? (Not REQUIRED) 11.Will translation be required during the initial assessment phase? (In a few cases it will be helpful) 12.Will interpreter support be provided during the visits (Not by DoD, but there may be some translation help available from the US Office - suggest contractor include interpreter costs in their own budget estimates) 13.Since the team will travel with OSD and EUCOM we assume that security, if required, will be provided. Contractor should not assume OSD will provide full security coverage in all parts of Kosovo. It can be handled in Pristina/Prizren/Camp Bondsteel/Peja , but not/not north of the Ibar river (Mitrovica area). 14.In the event the contractor is selected for and executes this important assignment, will we be prohibited from competing in any future Kosovo defense or civil sector transformation/reform engagements that may be funded by DoD or DoS to further stability in the region? Unfortunately, by regulation, a company can bid/propose on anything they have recommended for procurement.
