Description
Assistant Secretary of the Air Force For Financial Management and Comptroller (Budget) Budget Data Stewardship Request For Information In accordance with Federal Acquisition Regulation (FAR) 15.201(e) this notice serves as a request for information. THIS IS A REQUEST FOR INFORMATION (RFI) ONLY. This request is for planning purposes only, and does not constitute an Invitation for Bids, a Request for Proposals, a Solicitation, a Request for Quotes, or an indication the Government will contract for the items contained in the RFI. The Government does not reimburse respondents for any cost associated with submission of the information being requested or reimburse expenses incurred to interested parties for responses to this RFI. The purpose of this RFI is to receive feedback from industry in regard to the following and is in support of a market survey. Secretary of the Air Force Financial Management and Budget (SAF/FMB) ensures funding is available and distributed to the war-fighter to acquire, maintain and operate the aerospace force. We also respond to Office of Secretary of Defense (OSD) and congressional calls and requests for financial plans and status reports during worldwide, theater conflicts, or peacetime operations. The budget system currently in use by the Air Force is called Automated Budget Interactive Data Environment System (ABIDES). The system has been in existence in some form since the 1960s and currently is hosted on a Unix-based platform, written in C ++ and Ingres. The ABIDES system houses many modules; the two most critical are the Classified and Unclassified Accounting System and the Financial and Force Planning (F&FP). ABIDES is recognized as the official Air Force position with respect to the Planning, Programming and Budget Execution (PPBE) system. Because it has been in use for so many years, the Air Force is in the process of replacing it with the Financial Information Resource System (FIRST) on an Oracle platform. As the development of FIRST proceeds, ABIDES will need to be maintained/supported on a daily basis for current and historical data and processes will need to be converted into the FIRST data structures. Companies are encouraged to respond if they have the skills and ability to provide the following ABIDES functional data services: 1.) Update the data relationship tables in ADIDES with the most recent and relevant information. 2.) Update system, menus, user, exercise automated process, or business rules and perform system cleanup 3.) Create exercise directories, automated process and business rules for the next budget exercise. 4.) Archive budget exercise files into historical directories. 5.) Data stewardship of the Air Force Programs budget elements and integrity of the Air Force Program Codes and Structure. 7.) Add new Air Force Programs, Program Elements, Groups and Roll-ups. 8.) Maintain the Air Force Cost Models in to both the model criteria algorithm and the factor selection process. If required by analyst, upload cost factors and process into the cost models. 9.) Update the exercise database when requested by the exercise chief or the appropriate authority. 10.) Submit the appropriate portion of the Air Force budget to OSD 11.) Submit the Procurement Annex, RDT&E, FYDP, and O&M data to OSD. 12.) Make and track offline adjustments for the ARC appropriations 13.) Correct incorrect codes, negative data elements, or any other rejected data elements in the Air Force and OSD Systems. 14.) Check the OSD data warehouse to insure accuracy of current or historical submissions. 15.) Provide ABIDES help to analysts with functional data questions and provide analyst-troubleshooting assistance with functional data related problems. 16.) Download the FM Tools File thru the use of execoms. 17.) Prepare ABIDES Viewer files thru the use of execoms. 18.) Create ABIDES Viewer and IC Viewer database from the ABIDES F&FP 19.) Provide functional data and warm spare subject matter expertise and support to SAF/FMBM. Interface with all organizations, (SAF FMPT, DISA and AFPCA) necessary to insure the smooth transition from SAF FMPT to its Final Location. 20.) Monitor existing password accounts, generate new password accounts, and maintain stewardship over the password system. 21.) Submit approved requests to reset and/or disable classified and unclassified accounts to the Headquarters Air Force Help Desk. 22.) Perform and provide training on the submission process including creating files for update, checking, transmitting, menu creation, setting up new directories. Companies are encouraged to respond to this RFI if they have the skills and ability to provide the following ABIDES data transformation services: 1.) Identify valid budget exercise files for transformation and conversion for migration to the FIRST Budget Formulation environment. 2.) Correct discrepancies found in the legacy ABIDES exercise database environment. 3.) Analyze the accuracy of the ASCAD Table for valid data element values and relationships for derived code programs and procedures. 4.) Research and correct the legacy ABIDES data which is migrating into FIRST data structures. 5.) Resolve inaccuracies in legacy ABIDES data and data elements with data load issues occurring during data migration into FIRST which includes issues with storage methodologies. 6.) Add or modify the data tables, modify the system code (menus, execoms, report programs), monitor system performance, maintain integrity of the data and the data elements. Respondents to this RFI are requested to provide a marketing technical demonstration of functional data expertise at the administrator level in ABIDES by providing responses to the following five questions: 1.) Please describe the process that ABIDES uses to derive the OSD Resource Identification Code (RIC) for Force Structure, Man Power, and Funding and include all pertinent tables. 2.) Please describe the differences between the classified and unclassified ABIDES keycode structure. 3.) Choose any menu option in ABIDES and describe in detail how you would change it. 4.) Please describe the process for changing the flying hour factors in the ABIDES model and define the parameters in the model that can be changed. 5.) Please describe the process involved in converting Aircraft inventory in the ABIDES legacy format to a resource type in the FIRST ?to-be? environment. Respondents to this RFI should provide a brief qualifications and capability package to include a description of your organization's location and ability to operate at Government owned facilities in the National Capitol Region by providing the necessary personnel, with current and in place Secret Security clearances to perform the above requirements. GSA contract/schedule number, if applicable, (including Special Item Numbers - SINS) that the above potential requirements are within scope on. Recommended NAICS code that the above potential requirements may fall under. Also include information such as: Company name, address, email, telephone number, points of contract, cage code, size of business pursuant to North American Industrial Classification System (NAICS) and respond to the following questions: (1) Is your business a large or small business? (2) If small, does your firm qualify as a small, emergent business, or a small, disadvantaged business? (3) If disadvantaged, specify under which disadvantaged group and is your firm certified under Section 8(a) of the Small Business Act? (4) Is your firm a certified "hub zone" firm? (5) Is your firm a woman-owned or operated business? (6) Is your firm a certified Service-Disabled Veteran-Owned? To the maximum extent possible, please submit non-proprietary information. Any proprietary information submitted should be identified as such and will be properly protected from disclosure. This is an RFI only and all information received will be for planning purposes only. All communication regarding this RFI, including submissions, should be in writing and submitted in a commonly used format electronically. Telephone inquiries, questions, and/or comments shall not be accepted, nor provided a response. All communication will be posted through FedBizOpps for this Request for Information.
