- Notice of Contract Action. This announcement serves as notice to all potential offerors that, on or about 29 July 2005, Electronic Systems Center (ESC) Hanscom AFB, MA anticipates release of a Request for Proposal (RFP) for the Ground Multi-band Terminal (GMT) effort. Draft requirements documents have been posted on the Hanscom Air Force Base Electronic Request for Proposals Bulletin Board (HERBB) website: http://herbb.hanscom.af.mil/rfp_list.asp (select the link Ground Multi-band Terminal Non-Developmental Item link). Final requirements will be identified in the RFP. This solicitation will be made available on the Internet at the Hanscom Air Force Base Electronic Request for Proposals Bulletin Board (HERBB) website: http://herbb.hanscom.af.mil/rfp_list.asp by selecting the link Ground Multi-band Terminal Non-Developmental. Proposals will be submitted in multiple parts (split submission). The first submission will be the Past Performance Volume, due approximately 15 days after RFP release. The Mission Capability and Contracting Volumes will be submitted approximately 30 days after the RFP is issued. The Government will then conduct a Field Evaluation of each proposed terminal. The complete proposal, consisting of the Price Volume, will be requested and due approximately 5 days after the final evaluation. This notice does not constitute a Request for Proposal, nor does it restrict the Government as to the ultimate acquisition approach, nor should it be construed as a commitment by the Government.
