- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, streamlined procedures for evaluation and solicitation for commercial items, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotations are being requested, and a written solicitation document will not be issued. This solicitation F1N2E1517A100, is a Request for Quotation (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2001-09. The associated North American Industry Classification System (NAICS) for this procurement is 327910 and the small business size is 500 employees. This is advertised as 100% small business set-aside. Non-Personal Service to provide the following: The premise for this contract is "the reduction/elimination of hazardous waste". It is the government's position and goal to reduce and eliminate, where possible, all hazardous waste generation to the maximum extent possible. This contract shall change the classification of hazardous plastic media paint stripping waste from aircraft and aircraft component paint stripping operations to a reusable feedstock material. Columbus AFB is required by 40 CFR 262.23 (a) (i) to sign a hazardous waste manifest certification on each shipment of hazardous waste. That hazardous waste manifest binds us to eliminate or reduce the volume of hazardous waste to the maximum extent possible. This provides the vehicle to eliminate the hazardous waste stream currently being generated by paint stripping operations by: (1) Providing for the continuing use of plastic media as an alternative to hazardous chemical stripping. (2) Providing a way to recycle spent hazardous plastic media and thus eliminate the plastic media hazardous waste stream.. All interested parties must be registered with the Central Contractor Registration (CCR) as prescribed in DFARS 252.204-7004 and 252.232-7009. CCR can be accessed at www.ccr.gov or by calling 1-888-227-2423. The CCR registration must be completed before award can be made. All offers should be faxed or emailed to the attention of Brian Hurley, Contract Administrator, at 662-434-7753(fax). Oral quotes will not be accepted. The due date for all quotes is 18 July 2005 by 4:00 p.m. CDT. Note that 52.212-1, Instructions to Offerors-Commercial Items, applies to this acquisition. Offerors shall be registered and complete the Offerors Representations and Certifications on the Online Representation & Certification Application (ORCA) homepage at www.bpn.gov/orca prior to award being able to be made. In addition the clause at 52.212-5; Contract Terms and Conditions Required to Implement Statutes or Executive Orders-Commercial Items (DEV) applies to this solicitation.
