Description
The Department of Veterans Affairs, VA Roseburg Healthcare System, 913 NW Garden Valley Blvd., Roseburg, Oregon, is soliciting for the services of a Architectural Engineering firm to provide engineering design and contract construction services for the project titled "Building 2 Mental Health Remodel - PHASE 2". This A/E project is to include, but not limited to: review and comment of Phase I construction documents (previously Phase I project already completed), including all amendments and all change orders; review of Phase 2 design completed in Phase I documents and update of design as required by meeting with Mental Health staff to update design; verify design will work within current budget, preparation of construction drawings and specifications for all architectural, mechanical, electrical and plumbing components; as-built drawings; define clearly construction cost estimates; proposed construction schedules; and necessary construction period services. SCOPE OF WORK: The scope of work for the design of this project includes the preparation of the Schematics already completed for Phase 2 design (based on the original master plan) and update the design as required by meeting with Mental Health and other VA staff as appropriate(formulate scope of work, review VA design criteria, produce sketches, description of work & cost estimate), Design Development (formulate drawings, specification schedule, detailed cost estimate), Contract Document Development (develop full set of bid documents), Contract Administration (review shop drawings and submittals, record drawings, site visits and observation reports). This project will renovate approximately 3,400 GSF on the first floor in Building #2, East Wing, to house the second phase of the new Mental Health Clinic. All new utilities need to be provided including, but not limited to, fire alarm systems, nurses call/panic buttons, PA address system (for the entire east wing, including Phase 1 and Phase II areas), fire protection, cable tray/conduit runs for computer and phones, electrical (including proper emergency electrical service), plumbing, and HVAC systems. Patient privacy, space deficiency, handicapped accessibility (ADA entrance to be designed by A/E) and employee ergonomic safety issues will be addressed. A/E is responsible to perform as many field checks as required to verify the presence of existing conditions and clearly illustrate these conditions on the drawings and specifications. DESIGN SCHEDULE: 21 days to review and complete Schematic, 30 calendar days to complete Construction Design to the 30% level, 30 calendar days after Government review to complete 60% level, and 30 calendar days after Government review to complete to 90% level. Final Construction documents will be delivered to the Contracting Officer 14 days after the return of the 90% level documents. The Government will review documents within seven-(7) workdays after each submission. 100% documents must be returned to the VA within seven-(7) workdays after the final comments from VA. A/E SELECTION CRITERIA The A/E selection criteria shall include the following element (a) through (k) (not necessarily listed in order of importance or merit): a) Proposed overall project management plan for this project; b) Previous experience, specifically related to designing Mental Health facilities; c) Professional qualifications; d) A/E office located within 100-mile radius preferred; e) Proposed design approach; f) Cost control, identify A/E cost performance at VA (if applicable); g) Quality control (independent review of all design components and drawings); h) A/E work schedule control; i) Estimating accuracy, submit 10 projects of similar size and complexity and provide for each project: 1) original A/E estimate; 2) low bid or contract amount awarded; 3) final cost of project including all change orders; j) Describe circumstances and outcomes of any litigation or mediation or other conflict resolution you have been involved in over the last five (5) years; k) Indicate type and amount of Errors and Omissions (E&O) liability insurance you carry. Estimated construction cost for this project is $250,000- $500,000. This solicitation is set-aside 100% for small business. The successful Engineering firm must have an established field office within 100 miles of said VA Medical Center. This is not a request for proposal. All firms meeting or exceeding the stated requirements described in this announcement may respond by submitting two-(2) copies of Standard Form (SF) 330 to the Contracting Officer by August 4, 2005 at 4:00 p.m. local time.
