Description
NOTICE OF INTENT TO PROCURE A BUNDLED CONTRACT: The VA National Acquisition Center will issue Request for Proposal (RFP) 797-NC-05-0047 for the Department of Veterans Affairs (VA) to procure the following groups and sizes of plastic bottles and caps. Group I must meet the following criteria: Amber bottle, plastic, round, minimum 4-1/8" circumference, minimum 2" high, for use with safety caps (press down and turn) and non-safety snap caps. Bottle and caps must meet USP light transmission and moisture tight container requirements. Bottle opening instructions to be legibly embossed or permanently marked in contrasting color on cap surface. The estimated annual usage for Group I is as follows: 3,300,00 bottles of 7 to 9 dram (25-45cc); 3,300,000 safety caps; 165,000 non-safety caps; 9,200,000 bottles of 12 to 13 dram (45-50cc); 9,200,000 safety caps; 460,00 non-safety caps; 2,600,000 bottles of 16 dram (60-65cc); 2,600,00 safety caps; 130,000 non-safety caps; 2,000,000 bottles of 20 dram (75-85cc); 2,000,000 safety caps; 100,000 non-safety caps; 1,000,000 bottles of 30 dram (113-120cc); 1,000,000 safety caps; 50,000 non-safety caps; 2,000,000 bottles of 40 dram (150-165cc); 2,000,000 safety caps; 100,000 non-safety caps; 500,000 bottles of 60 dram (225-240cc); 500,000 safety caps and 25,000 non-safety caps. Group II must meet the following criteria: Bottle, safety cap (controlled substance) round, translucent, natural, soft plastic, high density polyethylene, 1-7/16" diameter, 2-1/8" high, screw neck, with child-resistance closure safety cap. Cap with inner liner to provide a tamper evident seal when applied. The estimated annual usage for Group II is 140,000 bottles of 8 dram (30cc). Group III must meet the following criteria: Bottle, safety cap, wide mouth packer, screw neck, round, opaque white high density polyethylene with child-resistant (clutch) type cap. The estimated annual usage for Group III is as follows: 85,000 bottles of 80 dram (300-325cc); 55,000 bottles of 105 dram (400-425cc) and 350,000 bottles of 130 dram (500-525cc). Groups I and II must meet USP light transmission and moisture tight container requirements. For the Three Groups referenced the Government is specifying no particular package/case size; therefore, any commercial package size is acceptable. The estimated quantities listed above are for VA only. The Bureau of Prison (BoP) and Indian Health Service (IHS) requirements may be forthcoming and will be included in the solicitation once issued. The package size will not be evaluated, only price of the bottles and caps. Potential Offeror's shall provide the VA with samples of each item they offer to supply on this contract. These samples will be used to check the dimensions, to make certain the bottle is compatible with the specifications. These samples will not be returned to the contractor. The contract period will be for one year plus four one-year option periods. The contract items will be distributed through the VA Pharmaceutical Prime Vendor. If the offeror is not a manufacturer, a signed agreement between the offeror and the manufacturer must be submitted with the offer and remain in effect for the duration of the contract period including the option years. OFFERS ARE NOT BEING SOLICITED AT THIS TIME. The solicitation will be available for downloading, on or about the issue date of August 11, 2005 from the VA Office of Acquisition and Material Managements (O&AMM) internet web site @ http://www.va.gov/oamm/busopp/sols.htm. Offers will be due by 2:00 pm Central Standard Time on September 1, 2005.
