Description
The Department of Homeland Security, Customs and Border Protection, Office of the Border Patrol Air and Marine Operations Center, El Paso, Texas, is issuing a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6 using simplified acquisition procedures, as supplemented with additional information included in this notice. The contract will be awarded using simplified acquisition procedures in accordance with Federal Acquisition Regulation (FAR) Part 13.5. This announcement constitutes the only solicitation; bids are being requested and a written solicitation will not be issued. Solicitation HSBP1005Q0464 is being issued as a Request for Quotation. The RFQ document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 05-04. The RFQ will be distributed solely through the General Services Administration?s Federal Business Opportunities web site http://www.fedbizopps.gov/. Hard copies of the solicitation document will not be available. The site provides downloading instructions. All future information about this acquisition including solicitation amendments will also be distributed solely through this site. Interested parties are responsible for monitoring this site to ensure that they have the most up-to-date information about this acquisition. Contractor must be currently registered in the Central Contractor Registration, Online Representations and Certifications Application (http://orca.bpn.gov), and provide DUNS number and TIN with quotation. The North American Industry Classification System code is 315211. The small business size standard is 500 employees. A single fixed-priced contract will be awarded. All items are to be made to MilSpec. The Olive Drab color uniforms (Shirts and Pants) are Ripstop 100% cotton. The Tri Color BDU uniforms (Shirts and Pants) are NYCO (50% nylon and 50% cotton) material and Ripstop. The shirt have 4 pockets, (2 breast pockets with covered button flaps and drain holes and 2 lower pockets partial bellows type with covered button flaps). Sleeves to have adjustable sleeve buttons. All seams should be 10-12 SPI (Stitches per Inch) and 5-button placket front four covered shirt closure. The trouser has double reinforced knee and seat, six pockets, two front slash pockets, two rear pockets with double button and covered flap and two cargo pockets on leg with covered button flaps, adjustable waist tabs, 4-button fly and draw string leg cuffs. The total number of pockets are 6 (2 front slash pockets, 2 rear pockets with covered button down flaps, and 2 large cargo pockets with drain holes and button down flaps. All seams should be 10-12 SPI. Include GSA contract number, if applicable with your quotation. Quotations are to remain valid for 60 days after close of the RFQ. Delivery is to be FOB Destination to the U.S. Border Patrol Tactical Unit, Duncan & Sims Bldg 11169 Biggs AAF, El Paso, TX 79916. Delivery shall be within 45 days after award of the contract. The provisions at FAR 15.212-1, Instructions to Offerors-Commercial, apply to this acquisition. FAR 12.212-2, Evaluation-Commercial Items, is applicable. Paragraph (a), evaluation criteria is as follows: Award will be made to the responsible Quoter who is responsive, with the lowest price. Additional instruction: HSAM 3052.247-72, F.O.B. Destination.
