Description
Phoenix Academy Site Visit 29 June 2005 Description of Tour and Information Given: The Statement of Work will be modified to reflect the information provided herein. Additional pictures are available upon request. 1. Entry control point (Phoenix Academy Gate) and Pass and ID Center a. 24 hour security is required for the entry control point and each of six (6) guard towers. Current staffing at any point in time consists of approximately one (1) security manager, 4 to 6 gate guards and one (1) guard per tower. In the past there have been attempts to infiltrate the Phoenix Academy fence, therefore arming the guards is appropriate. The guard towers are located on the camp perimeter and also provide defensive cover for Iraqi Assistance Group resources located externally to Camp Taji. The contractor must furnish all weapons as determined necessary. In accordance with SOW paragraph 7.6 (b) the request to carry weapons can be completed by the awarded offeror during the mandatory 15 day mobilization time period. b. As a specific addendum to SOW paragraph 5.0 Anti-terrorism and Force Protection, Phoenix Academy badges are required for students, staff, and visitors. The badges need not be individual specific (i.e. with picture and name). Student and staff badges will double as permission for use of the laundry facilities. c. As additional clarification to SOW paragraph 5.0 Anti-terrorism and Force Protection, 550 linear meters of approximately 3 meter tall, concrete T-walls as well as full, sand bag protection of up to 210 Phoenix Academy windows will be required. The final location of the T-walls and sandbags will be determined by the Contracting Officer Representative or the Academy Commandant at a later date. Current short, force protection around buildings is primarily to prevent vehicle destruction of utility lines. 2. Student In-processing building a. Seats approximately 60 students b. 1 bathroom, 2 toilets (western style on eastern style plumbing) 3. Head Quarters Building – offices of Academy Staff a. 2 bathrooms, one (1) with 3 toilets, one (1) with 1 toilet (western style on eastern style plumbing) b. 10 staff offices and one conference room with white board c. Kitchenette with refrigerator and sink d. One (1) IT maintenance room and one (1) IT switchboard control room. Both secured and run by the life support contractor. 4. At least 3 medium sized buildings on the Phoenix Academy operated by CMAT, Air Force Communications, and the Iraqi Army are not covered under the Phoenix Academy Statement of work. 5. The small, mail distribution center and the large, equipment storage warehouse behind the DFAC are both manned by the Army and shall be included in the Statement of Work, but do not fall under common use areas requiring housekeeping services. 6. Laundry facilities a. Linens currently owned by the US government for Phoenix Academy operations are 727 blankets, 1602 complete sets of linens, 353 pillows, and 686 pillow cases. b. 1 bathroom with 3 eastern style toilets c. Reception area for clothes drop off and pick up d. Back room for student and transient linen storage e. Dirty student linens are delivered to side door of laundry facility. f. Sewing and minor alterations stations can not make uniform name tapes. 7. Dining Facility a. Transportation of food and supplies is to be provided by the contractor. b. Current staffing of kitchens is approximately 40 Iraqis and 16 Third Country Nationals c. The left side of the DFAC can seat approximately 82 at one time or 100 with staggered seating. The right side of the DFAC can feed up to 300 with staggered seating. The right side of the DFAC is the largest open room on the Academy and also may serve as a general Briefing Room during non-meal hours. d. Currently external food storage, refrigeration, and freezers capable of holding over 45 days of supplies are owned by the currently operating subcontractors and are not property of the US government. There are 2 – 40 ft freezers, 1 – 20 ft freezer, 1 – 20 ft refrigerator, 1 – 20 ft thaw box, 1 – 20 ft chiller, and 7 dry storage, connex boxes. e. Currently two complete kitchens are outfitted for operations. Each kitchen has a dishwashing area (hand and dishwashing station (dishwasher only on left side kitchen), meat preparation area, baking area (left side only), main kitchen area, an office (right side only), and storage rooms. f. There are 8 hand washing stations in the entrance of each side of the DFAC (16 total). 8. Distinguished Visitors and Entourage Quarters a. 2 small, hardened buildings, each with individual bathrooms and showers (western toilets on eastern style plumbing). 9. Internet Café a. Operated 24 hours per day. The café is locked up when there is not a student class residing at the Academy. b. The location of the required entertainment centers described in SOW paragraph 23.1 shall be up to the discretion of the COR or Academy Commandant. 10. Instructor Offices and Classrooms a. There are 12 instructor offices, each with a western style toilet. b. There are 30 classrooms. One classroom contains approximately 15 computers and one contains radio equipment. 11. Permanent Party Lodging a. Staff and permanent party housing is comprised of 106 living areas, made up of 53 trailers. Each trailer has 2 showers and 2 western style toilets (one per living area). SOW Attachment 3.1, Gov’t Trailers w/ Shower and Toilet is modified to read, 53 trailers with two (2) living areas, each living area with 1 shower and western style toilet. b. Additional living facilities are not required to be provided by the contractor for Government use. 12. Motor Pool a. A motor pool maintenance facility is available for contractor use. It contains standard routine maintenance equipment listed under SOW Attachment 3.9. b. In clarification of SOW 17.0, the list of vehicles in SOW Attachment 4 accounts for all the required vehicles under SOW 17.0 except for the required vehicles for student mass transportation. The contractor must propose their methodology (including vehicle to be provided) for student mass transportation. No Government vehicles will be available for contractor use during the period of performance. c. The bi-weekly vehicle maintenance report is required for all non tactical vehicles provided by the contractor to the Government, including the vehicles required for student transportation. 13. Student Billeting a. There are twelve (12), thirty two (32) person student bays. Additional student lodging facilities are not required to be provided by the contractor for Government use. b. There are 5 student bathrooms, each with 3 eastern style toilets and 3 showers. c. Within 24 hours prior to the arrival of a student class, clean linens will be placed on the student bunk beds (beds do not need to be made). 14. Water storage, Sewage, and Waste Collection a. There are currently two (2), 92,000 Liter auxiliary reserve water tanks located at the Academy to supplement water provided by the CMAT main line. In accordance with SOW 14.0 the auxiliary tanks are to be maintained, operated, and filled by the life support contractor. b. The permanent Sewage system in place is a progressive pumping system comprised of 3 separate stations capable of running independently of one another. The sewage is pumped to the CMAT main sewage collection point. The Phoenix Academy Sewage system falls under the requirements of the Statement of Work paragraphs 14.0 and 15.0. c. Trash pick up and removal from consolidated trash collection points at the Phoenix Academy is currently provided and is not included in the requirements of SOW para 15.0. d. “Porta-Johns” required under SOW 13.1 shall replace the current “Porta-Johns” maintained and operated by the Taji LOGCAP contractor. 15. Contractor facilities and Offices a. The Government will provide a hardened facility with approximately 10 offices, 2 western style toilets on eastern style plumbing, 1 shower, and kitchenette for contractor use. Additionally, at the COR or Academy Commandant discretion outbuildings may be provided for extra contractor storage. b. The current living trailers used for contractor residence belong to the specific subcontractors who reside in them; they are not the property of the US government. c. With coordination and approval through the Contracting Officer, COR, and Academy Commandant the contractor will be able to set up additional housing, storage, and facilities as needed. 16. IT Systems a. Classrooms and offices are currently being wired and set up for internet access and phone service. b. Working VOIP phones are being installed in all classrooms and living areas including the 106 permanent party living areas. c. One (1) IT maintenance room and one (1) IT switchboard control room. Both secured and run by the life support contractor. d. Phones and IT systems operations and maintenance is required under SOW paragraph 12.4 17. Electrical Systems and Generators a. All fuel required for Generator operations will be provided by the Contractor. b. Should the contractor require additional fuel storage for generator operations, the storage must be provided by the Contractor. Current fuel storage located at the Phoenix Academy will remain in place. c. Generators currently have existing overhead cover and sound dampening material. 18. Mobilization a. The pricing for mobilization should be included in CLIN 0001 covering the basic period of performance. b. The mobilization period will start on the date of contract award.
