Description
SOURCES SOUGHT SYNOPSIS. THIS IS NOT A SOLICITATION. C-12H AIRFRAME AND MISSION EQUIPMENT LIFE CYCLE CONTACTOR SUPPORT (LCCS) for one modified Beech King Air 200 airframe and associated primary mission equipment. This Sources Sought Synopsis is part of the Acquisition Market Research Analysis and will be used to determine the basis for any competitive aspects of the acquisition. Accordingly, each respondent is requested to clarify whether any teaming arrangements are contemplated (including Small an d Small Disadvantaged Business participation), subcontractors. Based upon receipt of responses and analysis, a determination will be made to ascertain the Government position of sole source versus a competitive solicitation. THIS IS NOT A REQUEST FOR PROPO SAL SUBMISSION. This is a market research tool to determine the availability and adequacy of potential sources. Firms responding to this announcement should indicate their size, particularly if they are a small business, a socially and economically disadvantaged business, a woman-owned business, a HUB zone small business concern, a minority institution, or a Service Disable Veteran Owned Small Business. In addition, interested sources must respond with a complete capability/qualification package describing their technical expertise and experience in performing full life cycle logistics and maintenance support on US Military fixed wing aircraft and electronic mission equipment. The response should also identify key technical risks, issues, and any partnering arrangements that may be considered. Please comment on traditional standards followed in the Avionics Professi on. All parties are asked to provide a telephone number, an e-mail address, and a facsimile number in their response. Information marked Proprietary will be protected and will not be divulged unless mandated by existing laws. The Government will neither award a contract solely on the basis of this notice, nor will it reimburse the contractor for any costs associated with preparing or submitting a response to this notice. 4. The C-12 airframe and mission equipment life contractor cycle support (LCCS) shall include support to the airframe, avionics, and associated mission equipment. The primary operational base shall be within a 60 mile radius of Hagerstown, Maryland. Th e Contractor must have a Federal Aviation Administration (FAA) Part 145 repair station with the capability to provide DOD security cleared personnel if necessary. Contractor must be able to provide worldwide support within 72 hours notice. The Life Cycle Contractor Support (LCCS) shall include all supplies, mission related consumable materials, and services necessary to maintain the airframe and mission equipment. The contractor shall be responsible for all airframe and prime mission equipment (PME) main tenance levels on the aircraft and all its subsystems to include, the workstations, radar, communications, and the data-links. The contractor shall perform pre-mission functions, post mission functions, all scheduled and unscheduled maintenance actions to include daily, routine, and detail inspections as outlined IAW applicable maintenance manuals and guides. The Army will only release a solicitation/RFP, including any subsequent amendments if sufficient competition exists.
