Description
The purpose of this sources sought notice is to identify any vendors (specify 8(a), HubZone and Small Business) who are capable of providing contractor assistance to support the tests of the Advanced Amphibious Assault Vehicle (AAAV) program, including dive team support and boat operations, training maintenance and periodic boat rental at Camp Pendleton, California. Other testing locations may include, Patuxent River, MD; Fort Story, VA; Eglin AFB, FL; Camp Lejune, NC; and other locations. The security required on this contract is SECRET. Specifically, a requirement exists for a team of rescue divers and boat operators to support the in-water testing of the AAAV. The proposed contract requires top-level dive and boat team to support the wide range of technical and test responsibilities assigned to the AAAV program. Duties of the safety dive team will include, but not be limited to providing: rescue diving support, first aid, CPR, and emergency oxygen administration, ! engineering design reviews, marine construction support, technical writing, rigging services, training and certifying test personnel in first aid and cardiopulmonary resuscitation, training test personnel in small boat handling and seamanship, small boat operation and maintenance, logistics and procurement support, facilities maintenance and fabrication supports, and heavy equipment operation. Boating assistance includes operation and navigation of government watercraft in support of AAAV military maritime operations and testing, including 1st Echelon maintenance. The contractor shall be responsible to planning and executing all support boat movements with respect to weather, sea conditions, boat conditions, and AAAV Test Plan and schedule. These services shall include launching and recovering Rigid Hull Inflatable Boats, Boston Whalers and a 50 foot workboat from naval ships out to a distance of 50 nautical miles from shore and providing watercraft operations in close p! roximity to other craft and waterborne structures at speeds under one knot and speeds up to 40 knots, and carry up to 15 passengers safely. The Amphibious Vehicle Test Branch (AVTB) at Camp Pendleton may require this technical support over a period of five years. This is an expression of interest only and does not commit the government to pay for proposal preparation costs. The purpose of this sources sought is market research to determine if two or more responsible small businesses, 8a, or HubZone vendors are capable of providing these services at a reasonable price. The applicable Diving NAICS is 561990; Boat Services is NAICS 487210; $6.0 million. Vendors need to address their capability of providing these services, and provide a minimum of (3) references and past performance information for the same or similar services, and include the name of the agency or company, point of contact, and current telephone number and security clearance level.
