Description
The Information Analysis and Infrastructure Protection (IAIP) Acquisition Division is seeking potential sources capable of providing professional services in support of the Department of Homeland Security’s (DHS) role in evaluating and managing critical infrastructure vulnerabilities and risk arising as a result of foreign ownership, control and influence. The Government’s primary objective for the proposed acquisition is to obtain professional services to define, implement, manage and support DHS strategies, plans and operations to address risk posed by the foreign ownership, control and influence of U.S. critical infrastructure components. A resultant contract would require at least the following key services: perform national critical infrastructure vulnerability and risk assessment; develop risk methodologies, theory and algorithms in support of a highly-classified, periodic report for high-level U.S. Government policy and decision makers; support policy and decision making in other related Government programs (e.g., FCC licensing and authorization of foreign telecommunications and information technology service providers operating in the U.S.); and provide long-term and trend assessments of the vulnerabilities and risks accruing from foreign operation, control and influence of U.S. critical infrastructure entities. Activities will derive from the analysis and assessment of both open-source and highly-classified information sources covering the full spectrum of technological and other related activities in such fields as: aerospace engineering and production, biology, computers, defense systems, energy production, finance and investment, information technology, marine systems, microelectronics, pharmaceuticals, telecommunications, etc. The short timeframes (30 to 90 days) permitted by statute and regulation to complete these activities require that sources employ or have immediate access to critical infrastructure specialists with expertise in all critical infrastructure and key resource sectors and have current TS/SCI clearances. Specific tasks include, but are not limited to, preparation of research and analysis summaries and reports; developing and implementing program strategic and tactical metrics and supporting documentation; coordinating program efforts with Government and private sectors, development and use of automation tools to optimize program effectiveness; and developing documentation in support of program related goals, objectives and performance measures. The proposed acquisition will be for a one-year base period and four one-year option periods. This sources sought synopsis represents a market survey and is not a Request For Proposals or Invitation For Bids.
