- Description
- The National Institutes of Health (NIH) intends to solicit and negotiate, on a sole source basis, with the National Academy of Public Administration (NAPA), 1100 New York Avenue, NW, Suite 1090E, Washington, DC 20005 under the authority of 41 U.S.C. 253(c)(1) as set forth in FAR 6.302-1. For the past year and a half, NAPA has provided administrative review services to the NIH. Specifically, NAPA has worked with implementation teams, and other administrative and program areas to facilitate, integrate, and track progress on major change initiatives occurring at NIH; developed the NIH administrative change-management guide to Administrative Restructuring at NIH; and has been involved in the development and implementation plan of many of the completed restructuring activities. NIH has a need for NAPA to continue providing the administrative review services for a 5 month period with 3-three month options. These services include: fact-finding analysis, general reviews and reports of various initiatives; developing project/change-management plans to implement initiatives; analyzing various restructuring proposals and providing advice; assessing implementation progress and recommending corrective actions; providing staffing benchmarks and performance measures; developing a change-management strategy including communications plans; assisting in the coordination and integration of change-management activities with other initiatives; providing benchmarking and best practices information; and providing advice on opportunities to enhance restructuring. It is believed that NAPA is uniquely qualified because of the background knowledge it has acquired about how NIH operates, and NAPA’s involvement in helping to improve the operations of the agency. In addition, the inherent duplication of cost to the Government and unacceptable delays in completing the project make competition unfeasible for the remaining services that are needed. Interested parties may identify their capabilities by responding to this notice or by submitting a proposal. The NAICS is 541611 with a standard of $6.0. Closing date will be 45 calendar days after publication. Any firms capable of responding to the government’s notice of intent must respond in writing by the response date as noted in the Federal Business Opportunity (FBO). Information furnished shall include enough detailed documentation to allow the government to perform a proper evaluation. Respondents will not be notified of the evaluation results. All vendors/prospective contractors must be registered with the Central Contractor’s Registration (www.ccr.gov) prior to award date. If not registered or active by that date, vendor proposals will be considered non-responsive. This is a notice of intent and not a request for proposals. See Numbered Note 22.
