Description
This is a SOURCES SOUGHT NOTICE issued by USAID/Cambodia to determine the availability of potential organizations who could implement the ongoing Returnee Assistance Project (RAP). Input received will assist in determining whether there are organizations willing to manage and implement RAP. Interested organizations responding to this SOURCES SOUGHT notice should submit a capability statement that provides sufficient detailed information to allow the government to determine the organization’s interest and qualifications to implement such a project. This documentation should not exceed two pages and may include examples of relevant projects they have implemented, references including title, names, and telephone numbers, and any other relevant information. This is not a Request for Applications and does not commit USAID to make an award. USAID does not intend to make an award based solely on submissions or responses to this Sources Sought Notice nor does it intend to pay for any costs incurred in response to this announcement. Written capability statements must be received no later than 4:00 p.m. Cambodia time on July 14, 2005. These submissions must be submitted by E-mail (ONLY) to Sokunn Mealea Prak at sprak@usaid.gov. In the Subject line Reference: Sources Sought Notice: RAP. Facsimile and Hand Carried submissions will not be accepted. OVERVIEW OF RAP PROGRAM In March 2002, the United States and Cambodia Governments’ entered into an agreement that would authorize more than 1,000 Cambodians with a felony conviction living in the United States to be deported back to Cambodia. In response to this, the Returnees Assistance Project was created by a group of interested and concerned individuals to assist “Returnees”. Many of the Returnees lived most of their lives in the U.S. and have little or no cultural connection to Cambodia. The RAP project was designed to assist the Returnees to re-assimilate back into Cambodian society. The RAP program aims at assisting in a variety of ways, including providing time bound returnee support services such as: pre-departure orientation information, relative location support, cultural assimilation support, housing referrals, job placement support, vocational training, peer counseling support, substance abuse counseling, etc. A small number of the returnees typically have acute mental health disorders that may require specialized long-term care. RAP has already gained important experience and “lessons learned” in assisting approximately 130 returnees to date. The RAP implementer would be expected to maintain effective management oversight: establish case management files for Returnees participating in RAP, establish systems to provide the stated services, and maintain financial management systems consistent with USAID regulations. Organizations would have to be registered legal entities able to obtain a direct grant from USAID.
