Description
The U.S. Ammunition Research, Development & Engineering Command Logistics Research and Engineering Directorate’s mission is to provide the life-cycle management and technical support necessary to maintain state-of-the-art systems and readiness for Ammunition, Munitions and Weapons Systems and Combat Service Support equipment. The Concept and Doctrine Division develops and conducts requirements and capability needs studies to support acquisition of new technology through research, development and engineering to leverage and develop advanced concept logistic technology to provide the most technologically superior systems available. As part of the Army's implementation of Simulation and Modeling through Acquisition Requirements and Training (SMART,) concept ARDEC’s established approach allows system developers to work in a virtual collaborative environment to optimize technology integration and system development throughout the acquisition life cycle. The Government proposes to award a Sole source contract to Alion Science and Technology Corp., National Security Group, Alexandria, VA Alion was selected as the sole source contractor based on it's competitive award of the DoD Modeling & Simulation (M&S) contract which directs all such M&S requirements utilize this contract vehicle unless determined inappropriate, and more specifically Mr. Gene Heiland, the Alion proposed support person, is uniquely qualified to perform the required tasks. He has over 20 years of experience in M&S specifically applied to logistics systems. He is knowledgeable of, and has been directly involved with, the specific systems requiring M&S support under this contract effort. Mr. Heiland representing Alion Science & Technology is a key player and his knowledge and experience will serve to support a successful completion of the project. Alion was selected in accordance with FAR 6.302-1 (a) (2) services are required by the US Army are available from only one responsible source and no other type of services will satisfy agency requirements within the necessary time frame.
