Description

The United States Department of Commerce, Commerce Business System (CBS) Support Center has a continued need for Relocation Manager Module Maintenance for Progressive/UNIX/Windows Platform supporting up to 10 concurrent Users. The Government intends on procuring the maintenance subscription from ePCS Support Services, LLC, 21351 Ridgetop Circle, Suite 300, Dulles, Virginia on a sole source basis. ePCS is a small business and is the exclusive authorized federal reseller of Gelcos Relocation Manager. The Gelco Relocation Manager is a significant component of the mixed systems interfaced with the CBS. It meets the Governments need for Permanent Change of Station (PCS) functionality and is compatible with the current National Oceanic and Atmospheric Administration, CBS system(s) that the Government has invested time and funds in implementing and operating for an extended period of time. The Gelco Relocation Manager (RM) interfaces/interconnects to the Governments CBS system and shares obligation, funding, and voucher data, allowing for interoperability between the systems. The Government owns perpetual licenses for this software. These services that are being obtained herein are associated with maintenance of the licenses owned by the Government. These services include updates to the software product, enhancements, and ongoing rate data. Only ePCS has access to the Source Code for the software and, as such, is the only firm that can provide the maintenance. This is a follow-on requirement for providing the software maintenance for the RM COTS product in which the Government anticipates duplication of cost associated with procuring software, interfacing, and training that would not be recovered through competition. In addition, the Government anticipates that competition would likely result in unacceptable delays and disruption to the continuity of operations associated with the Commerce Business Systems as the result of procuring other software, interfacing/interconnection, and retraining. This requirement will be for a base year of twelve months and include four Option Years of twelve months each. The place of performance will be Gaithersburg, Maryland. The NAICS code is 541519 and the size standard is $21 million in annual average gross revenue over the last three fiscal years. The anticipated award date is on or before September 30, 2005.
