Description
" General: The National Park Service, Department of Interior, is soliciting proposals for construction firms having the capability to perform the work described below. This solicitation will be issued electronically, on the Department of Interior's National Business Center (NBC) web site, at http://ideasec.nbc.gov Paper copies of this solicitation will not be made available. Prospective offerors desiring to conduct business with DOI are requested to register at the National Business Center. Proposal documents will be available in Microsoft Word, HTML and Adobe PDF, Specifications and drawings will be available in Adobe PDF format. Offerors wishing to receive electronic notification of changes will need to register to receive notification of this specific solicitation at http://ideasec.nbc.gov. This service is provided for convenience only and does not serve as a guarantee of notification. Subscribers to this service are ultimately responsible for reviewing the http://ideasec.nbc.gov site for all information relevant to this solicitation. Plan holders will be required to visit this website periodically to check for amendments and other changes to the contract documents. No other notifications will be sent. " Proposed Issue Date: On or about July 18, 2005 " Title of Project: Yosemite Valley Sanitary Sewer Capital Improvement Plan - Phase 1B " Description: The work of this contract includes the construction, rehabilitation, repair, cleaning, and CCTV condition documentation of sewers generally within the Yosemite Valley area of the Yosemite National Park as depicted in the Contract Documents. As part of the work, spot repairs involving replacing small sections of lines and/or fittings on 4- to 10-inch-diameter sewer lines will be made at various locations. New service connection cleanouts shall be installed, including installation of pipe, cleanouts, and cleanout access boxes. On existing manholes, new frames and covers with associated concrete collars or snowplow aprons shall be installed. New manholes, including poured-in-place concrete bases, precast manhole sections, frames, covers, and concrete collars or snowplow aprons shall be installed. Existing sewers 4 to 10 inches in diameter shall be rehabilitated using either cured-in-place pipe or fold-in-form liners. Existing 4- and 6-inch-diameter sewers shall be replaced in the same location with new sewers by using either trenching or pipe bursting. Pipe bursting shall be used to upsize existing 6-inch sewers to 8 inches in diameter. A new 10-inch-diameter sewer, along with associated manholes and service connections, will be constructed. Existing sewers that are replaced or are no longer needed will be abandoned by plugging and filling with grout. Manholes no longer in use shall be abandoned by removing their frame and cover and filling them with backfill material. Sewer lines shall be cleaned and televised. All work shall be done either within existing streets or landscaped areas within the park. To minimize disruption to park operations, the project has limitations on construction times and locations. These limitations are contained within the Contract Documents. " Type of Procurement: A negotiated firm-fixed price contract will be awarded requiring submission of both a technical and a price proposal. The government will consider an offeror's technical capability equal to its price. Award will be made to the offeror whose proposal offers the best value to the Government. " Estimated price range, $1,000,000 to $5,000,000. " Time for completion, 320 calendar days. " Proposal receipt date is approximate; actual date will be established at the time proposal documents are available. " This is a Total HUB-Zone Set-Aside. All responsible HUB-Zone sources may submit an offer that will be considered.
