Description
The NETCOM/9th Army Signal Command has a requirement for nonpersonal services for local telephone exchange services for Picatinny Arsenal, Picatinny, New Jersey. The proposed contract is for a base year with four one-year options. The local exchang e services provider, certified by the state of New Jersey, shall provide local commercial communications service for Picatinny Arsenal, Picatinny, N.J.., which shall include, as a minimum but not limited to, local access for commercial subscriber lines, di gital access trunks, local exchange digital (ISDN PRI) trunks, transport channels, and directory number and number portability. All responsible sources may submit an offer that shall be considered. Sources responding to this requirement must indicate in writing, whether they are a large, small, disadvantaged and /or women-owned business. For this acquisition, a concern will be considered small under SIC code 4813 with size standard of 1500 employees  NAICS 517110. This requirement shall be a commercia l, fixed price type contract. Solicitation is anticipated to be released on or about 1 July 2005. The solicitation can be viewed and downloaded from the Army Single Face to Industry(ASFI) Acquisition Business Website. All questions related to this notice must be addressed in writing, fax (520) 538-6701 or e-mail to the contract specialist listed below. The Government will conduct a preproposal conference and site visit on 12 July, 2005 at Bldg. 350, North Conf. Room in Picatinny Arsenal, Picatinny, N.J.. It is recommended that prospective offerors attend this conference. The conference will be from 1:00  2:00 PM (approximately) and will be followed by a site visit from 2:00  3:00 PM. Offerors planning to attend are required to notify the specialist listed below, in writing, of all attendees names (not to exceed three per company) prior to 7 July 2005. Security information and directions will be provided at that time. An e-mail response to the specialist listed below is acceptable. Questions prior to the conference must be received before 7 July 2005. Questions generated as a result of the pre proposal conference must be received by 20 July 2005 and sent to hope.combs@us.army.mil.. Written responses to offeror-generated questions will be provided to all Offerors.
