- The National Institute of Standards and Technology (NIST) intends to negotiate on a sole source basis with the Accredited Standards Committee X9, Baltimore, MD, under the authority of FAR 13.106-1(b) Soliciting From a Single Source, to renew annual institutional membership to the x9 consortium. This is a sole source requirement as the contractor is the designated source in the Americas for renewing the membership. A fixed price purchase order will be issued on or about July 28, 2005 for one 1-year period with two 1-year option periods. Interested parties may identify their interest and capability to respond to the requirement, in writing, no later than the response date. Written responses to this synopsis shall contain sufficient documentation to establish a bona fide capability to fulfill the requirement. A determination by the Government not to compete this proposed requirement based upon responses to this notice is solely within the discretion of the Government. This notice of intent is not a Request for Quotation (RFQ) nor is it a request for competition
