- Description
- The Health Resources and Services Administration (HRSA) intends to issue a Request for Proposal (RFP) which will solicit proposals to Evaluate the Effectiveness of HRSA Supported Activities for Short-term Assistance in Evaluation and Analysis – Category I. This will result in multiple awards of Indefinite Delivery/Indefinite Quantity (IDIQ) cost type contracts to support the entire Agency. The purpose of the requirement is to assist with analyzing and assessing current and emerging health policy and program issues, develop data systems and evaluate HRSA programs. The requirement will focus on activities to facilitate high-priority evaluation studies, evaluation and information syntheses, policy and environmental assessments, and performance measurement tools and systems. This will allow issuance of Task Orders that focus on: 1) assessment of the effectiveness of HRSA supported activities operations; 2) design and/or conduct studies to assess the effectiveness of HRSA programs, program components, or initiatives in achieving intended outcomes; or 3) assessment of environmental/policy issues which may impact the effectiveness of HRSA supported activities. This is a re-competition of the current 17 HRSA Evaluation IDIQ contracts. Proposals will be evaluated utilizing a two-tiered cascading approach: when proposals are received, they will be opened for identification purposes only. The Government will evaluate only those proposals in the first tier (small business) and exhaust all negotiation efforts before pursuing evaluation and negotiation at the next tier (other than small business). The anticipated period of performance is five years. The North American Industry Classification System (NAICS) code for this requirement is 541611 and the small business size in dollars is $6M.
