Description
There is NO INCUMBENT Recipient or contractor. At the level of the PRIME Recipient, THIS PROJECT IS RESTRICTED TO STATE GOVERNMENTS, STATE DEPARTMENTS OF TRANSPORTATION, CITY GOVERNMENTS, CITY DEPARTMENTS OF TRANSPORTATION, OTHER CITY AGENCIES, COUNTY GOVERNMENTS, COUNTY DEPARTMENTS OF TRANSPORTATION, COUNTY AGENCIES, AND METROPOLITAN PLANNING ORGANIZATIONS. The Federal Highway Administration (FHWA) hopes to issue two or more Cooperative Agreements enabling the FHWA to partner with State, local, and/or Regional PUBLIC entities of the type just mentioned, in order to use their services and creativity to assess, demonstrate and further develop----from the realm of theory to that of real-world practice----the idea of a Regional Concept for Transportation Operations. Each Recipient shall: enhance or expand the efforts of existing regional transportation operations collaboration and coordination in one or more operational activities to be identified by the applicant; enhance and sustain processes for regional transportation operations collaboration and coordination that describe how the region works to achieve its objectives; based on the work just described, develop and implement a Regional Concept for Transportation Operations in one or more operational activities within each region; cooperate with the FHWA and an independent evaluator (to be funded SEPARATELY from, and OUTSIDE, these Cooperative Agreements) by sharing operational collaboration and coordination experiences and expectations prior to the demonstration project, during the demonstration project, and beyond the demonstration project; coordinate key activity with the independent evaluator and accommodate that independent evaluator’s presence at these activities; submit monthly status reports electronically; submit Quarterly Progress Reports; and submit a Final Report. The FHWA plans to select REGIONALLY-oriented entities representing at least two DIFFERENT metropolitan areas. Two or more public entities of the type mentioned above would----IF they CHOSE----be allowed to TEAM UP as a partnership within a SINGLE proposal (Application) for a single Cooperative Agreement----PROVIDED that the Application explicitly DESIGNATES one and ONLY one of those partnering entities as the one and ONLY one PRIME Recipient of the Cooperative Agreement. A maximum of $200,000 in Federal funds per metropolitan area (i.e., per Cooperative Agreement) will be provided over a two-year period, and that funding will INCLUDE amounts of up to $100,000 to be provided to each Cooperative Agreement in EACH YEAR. At the level of the SUBrecipient (i.e., subcontractor), the Federal funding may NOT be used to pay for services rendered by any organization of a type DIFFERENT from the permissible PRIME types listed above; the only EXCEPTION to that restriction regarding subs is that ANY type of sub may provide PERIPHERAL support such as: (a) helping to organize or facilitate meetings or workshops; and (b) providing DOCUMENTATION and PACKAGING for the Regional Concept for Transportation Operations. There will be no Pre-Proposal Conference. The DUE DATE shown above for submission of Applications is only an ESTIMATED date; the ACTUAL due date will be published in the Request for Applications (RFA), and the RFA will be published hereafter in THIS website (http://www.eps.gov). Prospective Applicants (bidders) are strongly advised to closely MONITOR this source for any AMENDMENTS that might hereafter be issued to this Synopsis; and they are strongly advised to also closely MONITOR FedBizOpps for the published RFA and for any AMENDMENTS that might be issued to the RFA.
