Description
The Social Security Administration (SSA) intends to enter into a SOLE SOURCE procurement with MAXIMUS, Inc. to manage and support a Ticket Program Data Operations Center (TPDOC) for access and utilization by two (2) Ticket Program support contractors, Operations Support Manager (OSM): SSA-RFP-05-1047 and Program Manager for Recruitment and Outreach (PMRO): SSA-RFP-06-1006, to satisfy the requirements of their respective contracts. MAXIMUS is the only organization with the immediate system capability and familiarity with the Ticket Program requirements to provide the required services and the MAXIMUS system (MAXSTAR) is the only system alternative available to SSA within the established timeframes for awarding contacts to the OSM and the PMRO, of which immediate access to the TPDOC will be required to accomplish their respective contract requirements. BACKGROUND: On September 29, 2000, SSA awarded a five-year contract to a Program Manager (PM), MAXIMUS, to assist the Agency in administering the Ticket Program by providing a wide variety of services in three main areas: (1) EN recruitment, (2) operations support, and (3) system access and support. To meet Ticket Program support requirements following expiration of the current PM contract on September 28, 2005, the Agency will award two (2) contracts, the OSM and the PMRO. Currently, Ticket Program operations are supported by an electronic information technology system/data base (MAXSTAR) proprietary to MAXIMUS. MAXIMUS is responsible for the management and support of this system/data base and performs the following functions: (1) accesses and retrieves information from SSA control files, (2) updates SSA files, (3) accepts data inputs, and (4) generates management information and program data reports. SSA plans to incorporate all of these activities into a separate TPDOC and award a contract to MAXIMUS to become the TPDOC Manager (TPDOCM). The TPDOCM will continue to manage and support the existing system/database, update SSA files, and accept data inputs, as well as provide the OSM and the PMRO with necessary access and technical assistance. REQUIREMENTS: The TPDOCM shall continue to manage and support the existing system/data base and adjunct data bases, access and retrieve data from SSA control files, update SSA files, and accept data inputs, as well as provide the OSM and the PMRO with necessary TPDOC access and technical assistance. Interested sources that believe they have the capability to perform the services required should submit a capability statement to Dawn Caracci via email at dawn.caracci@ssa.gov. Responses shall be marked SSA-RFP-05-1052, CAPABILITY STATEMENT, and shall be received no later than JULY 8, 2005, 3:00PM EST. All responsible sources will be considered. If no responses are received by the cutoff date, a solicitation will be issued directly to MAXIMUS. All questions must be submitted in writing to Dawn Caracci via the email address listed above.
