Description
NASA/JSC has a requirement for the maintenance and upgrade of the Laser-Based Coating-Profile Mapping System for Primary Reaction Control System (PRCS) Thruster Coating at the White Sands Test Facility. NASA/JSC intends to purchase the items from Laser Techniques Company (LTC), 14508 NE 20th St., Bellevue, WA 98007, the original manufacturer. The statutory authority permitting other than full and open competition is 10 U.S.C. 2304(c)(1), as contemplated by the provisions of FAR 6.302-1. This provision states that full and open competition need not be provided for when the services required by the agency are available from only the original source in the case of a follow-on contract for the continued provision of highly specialized services. The provision also states that this exception is applicable when it is likely that award to any other source would result in substantial duplication of cost to the Government that is not expected to be recovered through competition or there would be unacceptable delays in fulfilling the Agency?s requirements. The Government does not intend to acquire a commercial item using FAR Part 12. See Note 26. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 4:30 p.m. local time on July 8, 2005. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the Government. Oral communications are not acceptable in response to this notice. All responsible sources may submit an offer which shall be considered by the agency. An Ombudsman has been appointed.
