Description
CONVERSION OF RECORDED BOOKS TO DIGITAL TALKING BOOKS (DTBs). The Library of Congress, National Library Service for the Blind and Physically Handicapped (NLS) is converting a portion of the titles in its audio book collection into Digital Talking Books (DTBs). At least 10,000 titles are planned for conversion to DTB format on or before 2008. The majority of the original recordings will be presented as analog recordings on reel-to-reel tapes. Each analog "track" of 88 minutes or less of sound on the tapes will be recorded as a digital audio WAV file on a separate CD-R. The contractor shall also create from the digital audio file set for each title a DTB of the book. Multiple awards shall be made. All requests must be received in writing via fax, email, or letter. Questions should be emailed to the contracting officer. No phone calls please.
