- The FISC Norfolk Contracting Department Philadelphia Division announces its intent to issue a competitive 8(a) solicitation for Department of navy Personnel Security Appeals Boards (PSAB) support Services. The PSAB requires contracted support to manage appeals case assignments, perform Defense Office of Hearings and Appeals (DOHA) liaison functions and data base management and review appeals packages, consisting of personnel security investigations, Department of the Navy Central Adjudication Facility adjudicative materials, members responses, DOHA transcripts of personal appearance hearings, DOHA recommendations, and additional material provided by appellants, and develop factual case summaries and forward them to the Board for decision. The PSAB anticipates processing approximately 60 cases per month. This requirement will be evaluated on a best value basis and offerors will be expected to submit both price and technical proposals for the consideration of the Govern! ment. All qualified 8(a) companies are encouraged to submit proposals for consideration of the Government. A Cost Plus Fixed Fee, Indefinite Delivery Indefinite Quantity type contract with a base period of one year with four one-year option periods is anticipated to result from the solicitation. It is the intention of the Navy to issue this RFP through electronic means only. This RFP shall be available upon issuance at http://www.neco.navy.mil. All contractors must be registered in the Central Contractor Registration. The NAICS code for this requirement is 561611.
