- The Fleet & Industrial Supply Center (FISC) Norfolk, Contracting Department, Philadelphia Division intends to procure on a sole source basis from NVI, Inc. of Greenbelt, MD services for the operation of the United States Naval Observatory, Washington, DC?s Mark IV Very Long Baseline Interferometry (VLBI) for the period 1 Oct 05 through 30 Sep 06 with 4, 12 month option periods. A firm fixed price contract is contemplated. The North American Industry Classification System (NAICS) Code 541710. The authority permitting other than full and open competition is 10 USC 2304 (c)(1).
