Description
This is a combined synopsis/solicitation for noncommercial items prepared in accordance with the format in FAR Part 13, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. Solicitation number N00167-05-Q-5082 applies and is issued as a request for quotation (RFQ). The Small Business Set-aside has been dissolved. The proposed contract action is being solicited on a sole-source basis to Tyler Camera Systems, Van Nuys, CA 91401. The proposed contract action is for supplies or services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 6.302-1 Only one responsible source and no other supplies or services will satisfy agency requirements. Tyler Camera Systems will provide components for the Infrared Elector Optical Technology Branch measurement system to be installed on a Eur! ostar 350 helicopter to provide aerial electro- optical measurement capability from the commercial helicopter and with the capability to interchange different types of cameras depending on the test requirements. These components include front framework to mount cameras, rear counter balance framework, two internal frame foundations to accommodate two 19" NEMA racks, two custom 19" NEMA racks designed to securely house the data acquisition system and support egress standards in the event of an emergency, and the necessary FAA certification to assure flight worthiness and safety of the systems. Delivery by no later than 15 August 2005 is required. This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-04 as well as DCN 20050606. The North American Industry Classification System (NAICS) Code is 336413. This requirement is as follows: CLIN 0001 ? 1EA ? FRONT FRAMEWORK REAR COUNTER-BALANCE TWO INTERNAL FRA! ME FOUNDATIONS FOR 19 INCH NEMA RACKS; CLIN 0002 ? 1EA ? HELICOPTER RENTAL (2 DAYS); CLIN 0003 ? 1EA ? 2-19" NEMA RACK 25 DEEP: ONE 10" HIGH AND THE OTHER 26" HIGH ? DESIGN AND FABRICATION TO ACCOMMODATE EGRESS. Provide services in accordance with the attached statement of work. F.O.B. Destination. Delivery date 15 August 2005. Final inspection will be at Naval Surface Warfare Center, Carderock Division; 9500 MacArthur Boulevard, West Bethesda, Maryland, 20817-5700. All responsible sources may submit a quote that will be considered by the Agency. A Firm-Fixed Price purchase order will be awarded using Simplified Acquisition Procedures. The following provisions and clauses apply: 52.204-3; 52.204-6; 52.213-4 {incorporating 52.222-19; 52.222-20; 52.222-35; 52.222-36; 52.222-37; 52.232-33; 252.204-7004; 52.209-6; 52.211-5; 52.211-14(DO); 52.211-15; 52.211-17; 52.214-35; 52.243-1; 52.247-34. The following provisions with a "FILL-IN" must be filled out completely and submitted with the offer: 52.222-22 [FILL-IN]; 52.222-25[FILL-IN] (SEE ATTACHMENT). To be eligi! ble for award you must be properly registered in the Government's Central Contractor Registration (CCR). Offerors may obtain information on CCR registration and annual confirmation requirements by calling 1-888-227-2423, or via the Internet at www.ccr.gov. Lack of registration in the CCR shall make an offeror INELIGIBLE FOR AWARD. Parties responding to the Request for Quotation may submit their quote in accordance with their standard commercial practices (e.g.; company letterhead, quote form, etc.) but must include the following: (1) complete mailing/remittance address(es); (2) prompt payment discount (if applicable); (3) delivery schedule; (4) valid Tax Identification number (TIN); (5) valid Commercial and Government Entity number (CAGE); (6) valid Data Universal Numbering System number (DUNS); and (7) all completed certifications and or "fill-in" provisions as required herein. All responses must be received by JUNE 29, 2005, 11:00 A.M. local time and shall reference the Request for Quote number N00167-05-Q-5082. If a change occurs in this requirement, only those offerors that respond to this announcement within the required time frame will be provided any changes/amendments and considered for future discussions and/or awa! rd.
